    A joint working group between the Ministry of Agriculture, Rural Development and Fisheries and the National Chamber of Agriculture is preparing a project to reconsider the legislative and regulatory provisions for granting the farmer’s card, so that its issuance becomes not conditional on owning agricultural property but rather on the activity actually carried out, as well as measures to digitize the process and integrate farmers into the social security system with attractive offers and unprecedented symbolic contributions.
    In this context, sources in the agricultural sector told Al-Shorouk that what was noted by the guardian ministry regarding the farmer’s card is that the law that regulates the process of granting it and the conditions and measures it includes is characterized by bureaucratic paths and procedures that often do not reflect the real reality. Therefore, it was decided to reconsider the legislative and regulatory provisions that determine the granting of this document, especially breaking the bureaucratic paths.
    According to the same source, the current procedures require that the beneficiary of the farmer card be an exploiter of the land in order to benefit from the farmer card, and also benefit from the benefits, incentives, and support that the state has approved for this professional category, while a large percentage of farmers rent agricultural lands and do not own a property on which to carry out their activity.
    According to the sources that “Al-Shorouk” spoke to, this situation created an uncomfortable situation for farmers, and affected them in two ways. The first is that their access to the various support mechanisms and measures, benefits and incentives approved by the state became limited, in addition to curbing a large number of investments in the sector that would have pushed it forward and created wealth and job positions, if this group had obtained the farmer’s card.
    This situation also led, according to the same sources, to the presence of a large number of farmers who are in fact practicing various activities, but who are not known to the national agricultural system, in addition to remaining far from integration into the formal economy.
    According to the details available, the work team has begun its tasks and is composed of representatives of the administration (the Ministry of Agriculture, Rural Development and Fisheries), in addition to representatives of the profession (the National Chamber of Agriculture), provided that the process culminates in reform proposals for the current provisions that regulate the granting of the farmer’s card. According to our sources, the reform of the Farmer Card Organization extends to include, in a second phase, social security for farmers, as well as their involvement in the agricultural insurance process.
    In this context, statistical figures completed by the Guardian Ministry in recent months in cooperation with the Ministry of Labour, Employment and Social Security revealed that out of the 2.3 million farmers who were inventoried, only 200,000 are involved in the social security system, especially through the Social Security Fund for Non-Employees “CASNOS”, while only about 100,000 pay contributions on a regular basis.
    The Ministry intends to link a database Peasants Those who have obtained a “Farmer Card” on the social security digital platform, which will enable them to identify any defect that occurs and address it, as well as suggest solutions, and also track the path of agricultural support and benefit from the privileges approved by the state in this sector, as well as facilities for obtaining the card, simplifying its procedures, and completely digitizing it.
    Within this vision, according to our sources, the Ministry of Agriculture seeks to increase the number of contributions to the various funds to include all farmers at the national level, and to spread the culture of insurance and social security, as there will be automatic inclusion in this system as soon as the farmer receives his card, avoiding the hassle of moving around and filing files, because the process will be 100 percent digital, which will allow integration into the formal economy and payment of social security contributions.
    Within the framework of the same endeavors, offers with new benefits and incentives will be launched by the National Social Insurance Fund for Non-Employees (CASNOS), directed at farmers to enroll in social security, providing health coverage, retirement, etc., with very competitive amounts starting from 2,700 dinars per month only, and decreasing during the harvesting, harvesting, and marketing periods to 1,500 dinars, according to “Al-Shorouk” sources.
