The decision was formalized through a resolution issued last Friday, April 24, signed by the interim head of the ONPE, Bernardo Pachas. In this case, an appeal for reconsideration presented by the political group was declared unfounded.
The initial sanction was imposed last February, after it was determined that Together for Peru did not correctly issue receipts corresponding to contributions received in cash and in kind, as required by the Law of Political Organizations.
The ONPE verified deficiencies in 86 receipts linked to contributions registered during the electoral campaign.
Sánchez’s party had requested the annulment of the sanction and the shelving of the administrative sanctioning procedure. He argued that a violation was not established and that the facts corresponded to “unconfirmed” cases. However, the ONPE rejected these approaches.
The electoral body determined that the offending conduct is duly accredited and that it was not an isolated event, but rather a series of repeated omissions between March 13 and April 2, 2021.
The resolution specified that the receipts lacked the contributor’s signature.
Although the documents included information such as the amount, the identification of the contributor and the signature of the treasurer, they did not meet all the requirements established by law.
“There is no doubt regarding the commission of the infringing conduct attributed to him, since it has been duly accredited,” the document states.
In the current electoral process, Together for Peru reported income and expenses of S/ 93,387.
According to the documents that the party delivered to the ONPE, Roberto Sánchez himself is one of the main contributors. The presidential candidate is in charge of buying plane tickets and paying for the installation of podiums.
