The recent appointment of Oliver Blanco as Minister of Foreign Affairs and International Trade of Venezuelaannounced by the president in charge Delcy Rodriguezmarks a milestone in the country’s political and diplomatic scene. The rise of someone who was one of the young figures of the Venezuelan opposition and a close collaborator of the leader Henry Ramos Allup reflects the reconfiguration of spaces of power in national politics after January 3.
Graduate in International Studies from the Central University of Venezuela in 2024 and with a master’s degree in Political and Government Studies completed in October of this year in the Metropolitan University (Unimet)Blanco started in Venezuelan politics from a very young age: at the age of 19, he assumed the campaign leadership of the diplomat and independent candidate. Diego Arria during the primary elections of the Democratic Unity Roundtable in 2012.
Shortly after, Blanco joined the ranks of Democratic Action (AD)where he became one of the most trusted emerging figures of the party’s general secretary, Henry Ramos Allup. Between 2013 and 2019, he served as the AD Youth Organization Secretary, leading tours in various regions of the country. During that period, he also coordinated the Diana D’Agostino to the Mayor’s Office of El Hatillo in 2013 and he headed the communications team of the parliamentary campaign command in 2015.
After the victory of the opposition in the legislative elections in 2015 and the arrival of Ramos Allup to the Presidency of the National Assembly, Blanco was appointed Director of Strategic Communications and Institutional Relations of Parliament. From there, he defended the legitimacy of the Adeca leadership in the face of institutional pressures. “Since in 20 years they have not been able to erase AD from the hearts of the people, nor subdue Ramos Allup, nor twist our militancy, they intend to steal the party”stated Oliver Blanco in response to the decisions of the Supreme Court of Justice to suspend the national board of that organization.

From Democratic Action to Delcy Rodríguez’s cabinet
Since the National Assembly elected in 2015 was delegitimized by the TSJ after the imposition of the National Constituent Assembly (ANC)the internationalist adopted a low profile within the active militancy of the political party.
During that period, Blanco founded the digital news outlet The Cooperator and dedicated himself to private consulting in strategic communication and management of digital platforms.
The radical turn in his political career took place after the United States military deployment in Venezuela to extract Nicolás Maduro and Cilia Flores on January 3. The formal integration of the internationalist into the government structure was consolidated on February 23, 2026, when Delcy Rodríguez appointed him vice minister for Europe and North America of the Ministry of Foreign Affairs. In July of the same year, he also assumed the newly created portfolio of First Deputy Minister of Foreign Affairs and International Traderesponsibilities that he carried out simultaneously.
During this cycle, Blanco focused his work on rescuing Venezuela’s international relations, especially after the earthquakes of June 24. “We have worked side by side to build trust with each of the allies who responded to the humanitarian response”he expressed on his social networks.
His figure took on greater relevance during the United Nations General Assembly in New York at the end of September 2026. In multilateral meetings, Blanco actively managed Delcy Rodríguez’s agenda, facilitating high-level meetings such as the direct greeting between the president and the president of the Spanish government, Pedro Sánchez, as well as rapprochements within the framework of constant exchanges with the administration of the US president, Donald Trump.

Reactions from civil society
Blanco’s appointment has provoked varied reactions in the public spectrum. Human rights defenders such as Rocío San Miguel and Bony Pertíñez They expressed their congratulations to the new chancellor through social networks, and mentioned their positive expectations about his ability to open effective channels of dialogue and institutional cooperation at the international level.
“I wish you wisdom and temperance in a responsibility that requires representing all Venezuelans, without distinction, and contributing from foreign policy to security, human rights and democratic dialogue. A hug, friend”wrote former political prisoner Rocío San Miguel on her X account.
Lawyer Bony Pertinez also extended her congratulations to him, claiming that they have known each other since he was just 18 years old. “I wish that that vocation we share continues to guide your steps, with an eye toward justice, the full freedom of all political prisoners and the reunion of all Venezuelans.”indicated in X.
So far, neither Ramos Allup nor other leaders of Democratic Action have issued public messages of congratulations to Oliver Blanco after his appointment.
For his part, the LGBTIQ+ activist Yendri Velásquez added to the positive expectations for this change in the Venezuelan Foreign Ministry, and assured that, with this appointment, Oliver Blanco would be “the openly LGBTIQ+ official who has held the highest position in the history of the country.”
Therefore, Velásquez says that this fact could “open an important opportunity to generate changes on equality” in the midst of the political context that the country is experiencing.
With his arrival at the head of the Yellow House, the presence of Oliver Blanco represents access to a public position at the highest institutional level by an activist with a political career in the ranks of the opposition and outside the traditional partisanship of Chavismo.
