The corruption case uncovered a series of bribes paid to officials such as the mayor of Chiclayo, David Cornejo Chinguel, as well as councilors. Engineer Luis Cabanillas was arrested in July 2019 and, after acknowledging that he paid 30 thousand soles to the then councilor Luis Pérez Bautistawas sentenced to three years and four months in prison.
Although the entity can evaluate and request the replacement of the proposed personnel, the consortium and Cabanillas won approval to lead the project.

CYF Consortium obtained the contract for 697 thousand soles, proposing engineer Luis Paul Cabanillas Flores as project manager.
When consulted in this regard, the entity indicates that there is no impediment to hiring Cabanillas because the accreditation of that professional is only subject to the bases – which they themselves established. Furthermore, the OEDI maintains that they were not aware of the sanctions against the project manager. “No documents or communications have been identified that prove that the OEDI has become aware of the alleged permanent disqualification or the 2019 judicial sentence attributed to the engineer,” he said.
This Investigation Unit published a report in September that revealed that the organization had only managed to approve one file in almost three years of creation. In addition, he gave an account regarding expenses on payroll, clothing and celebrations in the entity then in charge of Castillo’s former minister, Jenny Ocampo Escalante, who presented her resignation letter days later.
Contract with errors
There is another questionable point in the awarding of the project in Río Negro. And the work was delivered to the consortium despite the fact that it violated the prohibition that a Wastewater Treatment Plant cannot be located less than 500 meters from a home to avoid health problems.
Despite this, the work began contractual activities on April 15, 2026. After progress in the work, it was found that the land bordered just 18 meters from a hotel establishment and an educational institution.

The contract was suspended after more than 40 days of execution due to not having a suitable location for the water treatment plant.
Faced with this problem, the consortium specialist, Alfredo Héctor Santa Cruz Díaz, evaluated another property. On May 26, 2026, the consultant formally proposed to relocate the project. However, a day later, the OEDI and the CYF Consortium suspended the contract 42 days after its start.
The OEDI recognizes that the alternative land was not yet defined when the contract began: “At the beginning of the contract there was still no defined alternative land whose availability could be ensured in advance.” Despite this, the suspension of the contract with the CYF consortium was lifted on September 10 and the consultancy continues with the preparation of the technical file.

OEDI on social networks disseminates material regarding the BIM model applied to projects. However, it does not deliver these products to the municipalities.
Promotion of the BIM model
Currently, the entity is publishing videos and 3D models that it presents as part of the implementation of the BIM methodology – a digital tool that allows works to be designed and visualized before they are built.
However, when consulted by this newspaper about the models delivered to municipalities, the entity did not specify how many exist and acknowledged that it does not have documentary audits to verify these projects, but that it does provide training in this area within the framework of a 2026-2027 implementation route.
