    Turmush — Kochkor district is located in the northeast of Naryn region. The administrative center is the village of Kochkor. In the north, the Kochkor district borders with the Chui region, in the east with the Issyk-Kul region, and in the south with the Jumgal district of the Naryn region. The total area occupies 6300 m2. Kochkor district was founded in 1930. At first it was called the Stalinsky district.

    According to the data of the Kochkor district state administration, the local historical museum and the encyclopedia of the Kochkor region, the first secretary of the Kochkor district committee in 1933-1934 was Taukin Musabek Ibragimovich.

    As the correspondent notes Turmushthe surname of the first secretary of the Kochkor district committee is recorded as “Tokin,” but, as it turned out, this surname was indicated with an error. According to him, we are talking about Taukin Musabek Ibrahimovich, who was of Kazakh nationality. Also, the position of secretary of the district committee was occupied by the Russian A.P. Polny, Kalmaks Ө. Nosinov, M. Sultanov and others.

    Thus, the first secretary of the district committee, Taukin Musabek Ibragimovich, was born on January 14, 1902 in the Kustanai district of Kazakhstan. His father Ibrahim was a mid-level farmer and later served as a secretary. In the first years of the Soviet government, Musabek was sent to the city school of the Presnogorkovskaya station. In 1920, after graduating from the 6th grade, he joined the Komsomol organization, and then entered the military-political courses of the Red Army in Kazan. While he was studying at a military school, in 1921 he was accepted as a member of the Communist Party. In 1922 he graduated from the educational institution. When he was still studying, in 1920-1922 he was the head of the agitation and propaganda department of the Kustanai region, and in 1921-1922 he was a member of the Provincial Executive Committee. In 1922 he worked as secretary of the party cell of the Kazan Red Army Courses. In the same year, he began serving as a private in a separate rifle battalion in Kostanay. Since Musabek was educated, in 1922-1923 he was sent as a political instructor of a company of the third linear regiment of the first linear division in the city of Penza, Russia.

    In 1923-1924 he was a political worker in the 11th Gomel Cavalry Division of the Turkestan Front and the 1st Cavalry Artillery Brigade. In 1924-1926, he was an instructor in the political department of the 11th Gomel Cavalry Division, conducting political lessons for military personnel. In 1923-1926 he showed courage during clashes with the Basmachi in Tajikistan. At the same time, in 1924 he was a member of the presidium of the executive committee of Sary-Asy Vilayat, and in 1924-1925 – a member of the presidium of the executive committee of Yavan Tuman. In 1926 he became a member of the executive committee of the Gissar Vilayat. In 1926, he became the head of courses in Oriental studies in the city of Tashkent, Uzbekistan, as well as a group for improving the command staff of the Red Army.

    Since 1926, Musabek’s activities began in Kyrgyzstan. In 1926-1927 he was the military commissar of the Kyrgyz cavalry squadron in the city of Frunze, and in 1927-1928 he was secretary of the party bureau of the Kyrgyz cavalry division. In 1928-1929 he was the head of the organizational department of Talas Cantonal Committee for Agitation and Propaganda of the CPSU (b). In 1929-1930 he worked as the head of the organizational department of the Frunze City Committee for propaganda work of the All-Union Communist Party (Bolsheviks) (All-Union Communist Party).

    In 1930, M. Taukin was the chairman of the department for organizational work of the department for the formation of the Kochkor district of the party bureau. He actively participated in the formation of the Kochkor district party committee and supervised organizational work.

    In 1930-1931 he worked as the first secretary of the Stalin district (today’s Kochkor district) of the CPSU (b).

    Today’s Zhumgalsky district was merged with the Kochkorsky district in 1932 – it was a single Stalinsky district. On May 20, 1935, the Zhumgalsky district separated from the Stalinsky district.

    Musabek Taukin in 1931 was elected a member of the Central Executive Committee of the Kyrgyz Autonomous Soviet Socialist Republic.

    In 1931-1933 he was the first secretary of the Jalal-Abad regional Bolshevik Party of the CPSU (B). Since 1933, he was a member of the presidium of the Kyrgyz Regional Control Commission of the All-Union Communist Party (Bolsheviks). In 1937 he became a member of the party board of the regional committee of Kyrgyzstan. On October 16, 1937, the bureau of the central committee of the Communist Party of Kyrgyzstan expelled Musabek Taukin as a counter-revolutionary and nationalist.

    In 1920-1950, according to experts, 40 thousand people from Kyrgyzstan were subjected to Stalinist repressions. Among them were “elements of the old regime,” Soviet party leaders at various levels, workers, farmers, representatives of the intelligentsia, Red Army officers, etc. Among the victims of repression in Kyrgyzstan, the names of 87 Kazakhs are indicated. Of these, 72 people were born in Kazakhstan, including three women.

    In general, a number of government officials of Kazakh nationality worked on the territory of Kyrgyzstan. Three of them were large:

    Iskander Zholomanov – in 1927-1934 he was Commissioner for Internal Affairs and Justice Affairs,

    Musabek Taukin – People’s Commissar for Workers’ and Farmers’ Inspection and Justice,

    Sanzhar Segizbaev – in 1937 became the first chairman of the Supreme Court of the Kyrgyz SSR.

    They took part in the fight against the people of the “old regime”, but political repression did not spare them. For example, Musabek Taukin was expelled from the party as a “counter-revolutionary and nationalist.” On October 17, 1937, he was taken into custody for “anti-Soviet activities.” On April 19, 1938, a list of persons who were to be convicted in the Kyrgyz SSR was published by the Military Collegium of the Supreme Court of the USSR (signed by Stalin, Molotov, Kaganovich and Zhdanov). In category 1 (subject to execution), there were 21 people on the list.

    M.I. Taukin died in prison while awaiting execution of his sentence. On February 9, 1994, he was acquitted posthumously.
