Starting in June 2027 you will be able to go from AFP to ONP and vice versa: this will be the process

Within the framework of the implementation of Law No. 32123, Law of Modernization of the Peruvian Pension System, the Pension Normalization Office (ONP)an entity attached to the Ministry of Economy and Finance (MEF), published the Operational Regulations for Transfers, approved by Executive Presidency Resolution No. 000081-2026-PE-ONP.

The regulations, prepared in coordination with the Superintendence of Banking Insurance and AFP (S.B.S.), regulates the procedures and conditions for transit between members of the National Pension System (SNP) and the Private Pension System (SPP).

According to the SBS, this advance constitutes an important step in the implementation of the Peruvian Comprehensive Pension System (SIPP), by establishing a framework that will allow affiliates to move between pension regimes in a voluntary, informed and transparent manner. As established, starting June 1, 2027the process of advising, receiving and responding to transfer requests for all members will begin.

Informed and digital transfer

All members have the possibility of transferring from the National Pension System to the Private Pension System or vice versa, as long as they do so in an informed manner and accepting the conditions and benefits of each regime. According to the regulations, the keys to the process are:

• Single platform: The procedure will be carried out through the Secure and Transparent Affiliation Platform (PAST), a unique digital tool that centralizes affiliation and transfer between regimes.
• Availability: The first transfer can be requested at any time from June 1, 2027. For subsequent transfers, the member must remain in the regime in which they are located for a minimum period of 24 months.
• Restrictions: Retirement and disability pensioners from both regimes cannot transfer, because they are already receiving a pension.

Finally, the S.B.S. will issue complementary regulations and continue coordinating with the ONP the corresponding actions to ensure a safe, transparent transfer process aimed at adequate pension decision-making by citizens.
