Besa Sha, one of the first microfinance companies in Albania that holds Niptin K81911023C, was licensed by the Bank of Albania on December 26, 2008. Originating from the “Soros” Foundation, the Besa Fund has as its current owners the “Albanian Besa Capital Foundation” 66.47%, Bajram Muçaj with 20% and some of his employees, about 46, who have the change of shares in small percentages, enough to be silent on the truth that lies at its foundation.
Besa Fund has one of the main microcredit licenses in Albania, a license it received on December 26, 2008 from the Bank of Albania.
It also has its own satellite, which no one talks about, “Agro & Social Fund” Sh.pk with K71616007M, which is a microcredit company with 100% ownership by the Besa Fund.
Agro & Social Fund was licensed by the Bank of Albania on December 30, 2009. With this company, Fondi Besa does the dirty work through open and secret movements and transactions.
In 1998, “Soros” created the Besa Foundation, as a non-governmental and non-profit organization. On April 28, 1999 with VKM No. 207, the 30-year-old Prime Minister and Deputy Prime Minister Majko & Meta, with the help of “experts” Anastas Angjeli and Ermelinda Meksi, signed one of the strangest acts in the history of the Albanian state. The backstage brings the document for the first time.
According to Majko and Meta, a department called the “Rural Financing Fund” should be separated from the (state) Albanian Development Fund.
This fund, with the permission of the government, should be transferred to the Besa Foundation, with all the assets it had in the form of a grant. The assets included 3 million dollars, which a state institution “forgave” a private Foundation, i.e. the Besa Fund. Ilir Meta was the proposer and mediator.
Pandeli Majko, since that year, for the first time sees this classified document for sure today.
If SPAK existed in 1999, there is no doubt that the 4 signatories of VKM No. 207, including the two “teenagers” at the head of the government.
This is how Fondi Besa began its journey. With 3 million dollars donated by Majko & Meta in 1999, while in 2006 it received a 7 million Euro loan from the Spanish Agency for Cooperation and Cooperation, a fund brokered by Sali Berisha with Ridvan Boden.
In June 2008, the “Besa” foundation was transformed from a non-profit organization into a joint-stock company.
The Minister of Finance at that time, Ridvan Bode, approved an act as strange as VKM No. 207. The non-governmental foundation “Besa” transformed into “Fondi Besa” sh.a., now all the assets and liabilities owed to the Albanian government, were transferring them to a private business.
To start a microcredit activity, the fund needed a license that was granted by the Bank of Albania with Governor Ardian Fullan at that time.
On December 26, 2008, it is assumed that the Supervisory Council of the Bank of Albania met to approve license No. 10 of the microfinance company “Fondi Besa”. The Bank of Albania has not recorded any held meetings on this date and year. One of the members of the Supervisory Council of that time claims that the license is “fake”.
Two of those selected to run the mammoth microcredit “Besa Fund” since the creation of the foundation in 1999, are Bajram Muçaj and Altin Muça, for 27 years forced to stay together, one Director and the other Deputy Executive Director of the “Besa” Fund. Both shareholders, but Bajrami has “on his back” many shares of someone else…

Altin Muça, grandson of Selim Muça, the former chairman of the Muslim Community, is known as the “hand” of Sali Berisha in the arms trade.
In 1992, with the coming to power of Berisha, Safet Zhulali, Minister of Defense, appointed Altin Muça as “Head of Sales” in the company “MEICO” that dealt with the export-import of arms.
His name was mentioned in 1993 for the development of an illegal arms traffic in the Tirana-Bengazi axis.
On the other hand, Bajram Muçaj, raised in Leshnjë of Skarapari, with a close family acquaintance with Ilir Meta’s parents, is sent to the Agricultural University of Kamza, where he meets the student Ridvan Bode.
Bajrami, with family ties from the time of communism, was appointed director of the Thumana farm in the Kruja district after school. From 1987 to 1990, Bajram Muçaj was appointed to cover the former Borizane, Thumane and Bushnesh Agricultural Cooperative. After the advent of democracy, emigrants leave for Germany.
Altin Muça, the gray “eminence” of the “Besa Fund” after the botched arms smuggling mission until 1994, leaves for a year in the USA. The exact circumstances of how Altin Muça from Dibra and Bajram Muçaj from Skrapari were “possessed” after 1997 to place them in the management of “Mamuthi Besa” in 1998.
Altin Mucha’s family connections with Berisha’s power are well known. All the first cousins ”sailed” from the power of Berisha to Meta, ending up in “Rama”. Arjan Muça (uncle’s son), from the infamous former director of the Special Operations Squad in the “Berisha” era, today serves Edi Rama as director of Anti-Narcotics in the Criminal Police.
Alma Muça, (uncle’s daughter), from 2001 prosecutor, today in the General Prosecutor’s Office. Ermal Muça, (uncle’s son), former chancellor of the Albanian Embassy in Ankara, appointed by Berisha in 2005, consul in Japan appointed by Rama this year.
Ervin Muça, (uncle’s son), “accused” by Berisha of being the thief of the “TIMS” system, is another thread that has infiltrated the branches of government.
Bajram Muçaj’s family ties are stronger with the Metaj tribe of Ilir Meta than with Berisha. Only the “Hajdarmataj” clan is connected with the latter. After 15 years, the Besa Fund has transformed from a non-profit foundation into a financial superpower that modestly maintains the profile of a microfinance company.
Bajram Muçaj, like the Botox image of the Besa Fund, is the personification of this transformation of the cooperative into a wholesale banker.
Thefts, forgeries, fornication along with bribes in the entire state spectrum have turned the Besa Fund into a financial Mammoth that is moving slowly in the banking system of Albania, stepping on everything.

Mister 40 million euros of capital
From 2007 to December 2008, the Besa Fund operated without a license, granting 11,000 loans, and opening 41 branches throughout the country.
Within two months, August-September 2008, the capital increased without resources from 2 million ALL to 1 million euros. Then the capital increased to 4 million euros. By July 2022, the capital increased to 40 million euros.
The Besa Fund acted illegally under the auspices of the Bank of Albania, at that time headed by Ardian Fullan, a close relation of Ilir Meta.
Arjana Fullani, the wife of Ardian Fullani, was one of the members of the Supreme Court who voted for Ilir Meta’s innocence in January 2012 for the Meta-Prifti video.

In one of the reports filed in SPAK against Ilir Meta, several suspicious transactions worth millions of euros from offshore and Andorra to the accounts of the Besa Fund are referred to.
Some transactions from the banks in Andorra to the accounts of the Besa Fund coincide with the time when Monika Kryemadhi crossed the land border on foot and with large bags in her hands.
So, 2-3 days after Kryemadhi crossed the Albanian border towards Greece on foot and with bags, large sums of money were transferred to the accounts of the Besa Fund.
On the other hand, part of the staff of the Besa Fund are mainly members of the former LSI and former directors of the LSI in the public administration pyramid 2009-2017. About 70% of Besa Fund borrowers are members of the former LSI and verbally recommended by Monika Kryemadhi and Ilir Meta.
In 2019, the Prosecutor’s Office documented one of the scandals of the Besa Fund, with the taking of money with usury. Characters close to the former LSI and candidates of this party handed over 50 to 100 thousand euros to the Besa Fund and after a few days they received 70-100 thousand euros.
Sources within the Besa Fund say that Bajram Muçaj is simply a manager appointed by Ilir Meta. The sources also talk about Monika Kryemadhi’s verbal orders for transactions, hiring, promotion and demotion, loan approval, loan write-off, etc.
Bajram Muçaj also appears as a sponsor of the electoral campaigns of the Socialist Movement for Integration, the family store of Ilir Meta, now with the signboard Party of Freedom.
On the other hand, his brother, Lemi Muçaj, was the LSI candidate for the 5th deputy in the parliamentary elections of 2021. The whole history raises strong doubts that the Besa Fund is a money laundering launderer of Ilir Meta, which is managed by the prestanome Bajram Muçaj.
