    From September 1, 2027, all receipts for housing and communal services will be sent to Russians in their personal accounts of State Services, unless users refuse this delivery method.     From September 1, 2027, all receipts for utility services will be sent electronically to the personal accounts of Russians at State Services. This procedure is established in the current version of the bill on modernization and support measures for Russian Post.

    The government bill on modernization and measures to support Russian Post was adopted by the State Duma in the first reading on June 23. According to it, it is proposed to introduce electronic payments through State Services, digital mailboxes for exchanging legally significant letters online and other measures. At the end of 2025, the debt of Russian Post according to IFRS reached 126.5 billion rubles, and the net loss increased by 36.9%, to 23.4 billion rubles.

    Now, in order to receive electronic receipts for housing and communal services, you must give appropriate consent. From September 1, 2027, bills for housing and utility services will be received electronically if a person has completed registration in the Unified Identification and Authentication System, has not abandoned this method of receiving documents, and does not belong to government-defined categories of citizens.

    Until this time, management companies (MCs) and resource supply organizations will have to enter into an agreement with the operator of the GIS Housing and Communal Services (Information System Operator, a joint venture of Russian Post and Inter RAO) for the placement of receipts. The procedure for concluding such agreements and the conditions for the provision of services, including payment, will be determined by the government.

    The operator of the GIS Housing and Communal Services will pay the operator of State Services (Ministry of Digital Services) for the delivery of payment documents to the personal accounts of Russians on State Services, and the funds received will be used to support Russian Post.

    Moreover, if the organization cannot send the receipt electronically, it will be obliged to send it through Russian Post. The procedure for engaging a postal operator and the amount of payment for such delivery will be determined by the government based on calculations by the Federal Antimonopoly Service.

    The Ministry of Digital Development notes that the new rules will not lead to additional costs for citizens, will speed up delivery and make receiving services more convenient, “especially for residents of remote areas.” “The service for issuing and paying bills for housing and communal services will be implemented at Gosuslugi, GIS housing and communal services will be integrated with this service. All systems are already at a high level of readiness. Details of regulation will be determined in by-laws after the adoption of the bill,” the ministry’s press service reported.     Costs will be associated with updating the data: to deliver a receipt through Gosuslugi, it is necessary to correctly match the personal account, address and user profile, while existing databases often contain errors, duplicates and outdated information, explains Mr. Matusevich.

    In addition, companies’ systems will have to receive ongoing support and withstand high loads during periods of mass distribution of payment documents, he adds.

    Many management companies have invested in their own digital services for issuing and paying invoices, but after the transfer of receipts to State Services, the demand for such solutions may decrease, says Nikita Chulochnikov, chairman of the My House Manager MOU. “The main risk for management companies and homeowners associations is that they bear the responsibility established by the legislator for issuing payment documents, and in this situation they cannot protect themselves from failures and unreasonable charges,” he says.
