The violations were identified through security camera footage recorded on Nguyen Van Linh Boulevard in Hamlet 36, where the two individuals were seen discarding rubbish in an undesignated location.
Commune police said the incident was detected on Friday during a review of surveillance footage, after which the individuals were called in for questioning.
The two, identified as N.V.D. and G.T.C.H., admitted the violations and committed not to repeat the offense.
Based on environmental protection regulations, commune authorities imposed administrative fines and required the offenders to remedy the consequences.

In a separate case on April 14, authorities said a man identified as H.V.K. was fined VND3.5 million ($133) for illegally dumping waste from a truck along a road near Cau Gia canal in Hamlet 33.
He admitted the violation, complied with the penalty and agreed to collect and properly dispose of the dumped waste, authorities said.
Local officials said 46 security cameras have been installed in sparsely populated areas since July 1, 2025, to help monitor public order and detect violations including illegal dumping.
