    Nexign and TelecomDaily: Tajikistan’s communications market grew by 13.7% in 2025


    The Nexign company and the information and analytical agency TelecomDaily conducted a study of the communications market in Tajikistan. It continues to grow steadily: in 2024 it increased by 8.1%, in 2025 – by 13.7%.

    The dynamics here are higher than the world average: the global market in 2024-2025 grew by only 2.5% annually (according to TM Forum), while the Russian market grew by 6.5% last year.

    Mobile penetration in Tajikistan is lower than in most Central Asian and CIS countries – about 74% (7.8 million subscribers with a population of 10.6 million people). The market retains significant potential for quantitative growth due to the connection of new subscribers. Operators are installing new base stations in rural areas, continuing to modernize LTE networks and increase their capacity – primarily in Dushanbe and other large cities. It is there that the consumption of mobile Internet and video services is growing fastest, and there is an increase in demand for unlimited and large packages of Internet services.

    Tajikistan is at an early stage of 5G deployment: several operators have already launched fifth-generation base stations, others are upgrading the network core and backbone infrastructure for future 5G services. The development of the segment is hampered by the high cost of equipment, spectrum restrictions and financial capabilities of operators.

    Until 2028, 4G will remain the dominant technology, and 5G will develop locally – in the capital, business zones and at individual corporate facilities. Operators will begin to more actively launch package and unlimited tariffs, as well as digital services (financial, entertainment, for small businesses). A significant driver of revenue will be the B2B/B2G segment – stable mobile channels, VPN, IoT/M2M solutions and services for managing infrastructure and video surveillance.

    In the fixed broadband access (BBA) segment, the gradual replacement of outdated copper lines with optical fiber in Dushanbe and regional centers continues, and a basic FTTH infrastructure (fiber to the apartment) is being formed. At the same time, the quality and availability of wired broadband access in the regions is noticeably lower than in large cities. Against the background of limited fiber coverage, operators are promoting 4G-based fixed wireless access (FWA), and many households use unlimited mobile packages as their main home Internet.

    In the coming years, a slow but steady expansion of FTTH in cities and densely populated areas is expected, with DSL and copper networks gradually being phased out. Businesses and government agencies will place higher demands on the quality of channels, VPNs and leased lines, and the role of corporate fixed-line services in operators’ revenues will increase.

    An important event for the industry was the signing of a license agreement with Starlink Tajikistan at the Dushanbe Invest-2025 forum. A new segment is emerging – satellite broadband access, aimed primarily at remote and mountainous areas, where the construction of terrestrial infrastructure is especially difficult and expensive.

    According to analysts from Nexign and TelecomDaily, in 2026–2028, the communications market in Tajikistan will grow by an average of 7.9% per year and will reach 6.15 billion somoni.

    “The communications market in Tajikistan continues to have significant growth potential. On the one hand, service penetration is still far from saturation, on the other hand, 5G and satellite Internet are being prepared for the launch, and user demands for network speed and quality of services are growing.

    This is a rare situation for operators when they can simultaneously grow their subscriber base and monetize more complex products – from package offers to B2B solutions and hybrid access. To operate effectively in such conditions, operators need modern monetization platforms that allow them to manage various services in one system. This makes it possible to quickly assemble and introduce new products to the market, more accurately adjust tariffs for different segments and manage income in real time,” comments Sergey Karpov, First Deputy CEO of Nexign.
