    They order the massive transfer of 36 properties to the INSS


    The “codictators” Daniel Ortega and Rosario Murillo authorized the Attorney General’s Office to deliver 36 properties located in eight departments of the country, as a “donation” to the Nicaraguan Social Security Institute (INSS), according to the presidential agreements published on June 19, 2026 in La Gaceta.

    Donations to the INSS have been made through eight presidential agreements:

    • Agreement 83-2026: Matagalpa (1)
    • Agreement 84-2026: Estelí (5)
    • Agreement 85-2026: Bluefields (1)
    • Agreement 86-2026: Grenada (1)
    • Agreement 87-2026: Masaya (1)
    • Agreement 88-2026: Rivas (9)
    • Agreement 89-2026: Managua (15)
    • Agreement 90-2026: León (3)

    Like the properties transferred previously, the regime has hidden data such as the extension, the cadastral number and the exact location. Real estate brokers and economists, in March 2025, explained to CONFIDENTIAL that this reveals that they are illegally confiscated property and the dictatorship wants to avoid public claims from its legitimate owners.

    In August 2024, through Presidential Agreement 135-2024, the dictatorship transferred the “Zompopera Island” to the INSS, property of the political and opposition leader Juan Sebastián Chamorro. On that occasion, the publication of La Gaceta reported details such as the extension of 3704.75 square meters (M2) and data from the inscription “property number 18331, volume 830, folio 166, entry 4 of the Public Registry of Property of Granada.”

    In the new “donations”, however, the regime hid information and only indicated the Absolute Property Numbers (NAP) and the department to which they belong.

    Same pattern in “donations”

    Each of the agreements in which the 36 properties are transferred follows the same legal structure. Article 2 of the documents authorizes the president of the INSS to present to the Board of Directors of the institution, for approval, the “acceptance of the donation” of the real estate described in each agreement.

    Article 3 empowers the Attorney General of Justice to include in donation contracts all the “contractual clauses” that she deems pertinent, “in order to safeguard the interests of the State of Nicaragua.”

    The agreements grant the Attorney General of Justice, Wendy Morales—the visible face of confiscations and theft of private property in Nicaragua—the power to execute all legal, judicial, administrative, notarial and registry acts necessary to formalize the “donations”.

    Each agreement comes into force upon its publication in La Gaceta, Official Gazette.

    Regime disguises “donations”

    The Presidential Agreements indicate that the donations are intended “strengthen Social Security for all Nicaraguans by creating policies and strategies aimed at increasing social security coverage for workers and their families.”

    Likewise, they assure that they serve to “strengthen the institutional capacity for the execution of projects.”

    The transfer of real estate to institutions controlled by the Executive, under the figure of state donations approved through presidential agreements and executed by the Attorney General’s Office, is part of a pattern carried out by the dictatorship since 2024.

    Between August 2024 and March 2025, some 113 properties were transferred to the Nicaraguan Social Security Institute (INSS), according to a review of CONFIDENTIAL.

    Exiled and banished Nicaraguans have also denounced the expropriation and confiscation of their properties by the State. A home stolen from doctor Anely Pérez Molina and her family, after her exile to the United States in March 2023, for example, was usurped in May 2026 by people linked to the dictatorship, the dermatologist denounced.
