His Excellency Sheikh Saud bin Abdulrahman bin Hassan Al Thani, Deputy Prime Minister and Minister of State for Defense Affairs, chaired the regular meeting of the Council of Ministers, which the Council held yesterday afternoon at its headquarters in the Amiri Diwan.
Following the meeting, His Excellency Mr. Ibrahim bin Ali Al-Muhannadi, Minister of Justice and Minister of State for Cabinet Affairs, stated the following:

At the beginning of the meeting, the Council of Ministers appreciated the participation of His Highness Sheikh Tamim bin Hamad Al Thani, the Emir of the country, “may God protect him,” the day before yesterday in the Group of Seven (G7) summit, which was held in the French city of Evian-les-Bains, where His Highness’s invitation to participate in the summit came in recognition of his prominent role in supporting peace and development efforts in the region and the world and advocating for people’s issues, and in appreciation of the status of the State of Qatar and its constructive efforts to enhance security and stability at the regional and international levels.
The Council praised the meeting of His Highness Sheikh Tamim bin Hamad Al Thani, the Emir of the country, may God protect him, with His Excellency President Donald Trump, President of the friendly United States of America, on the sidelines of the summit, as the meeting reflected the depth of the distinguished strategic relations between the State of Qatar and the United States of America, and the prevailing mutual respect and common keenness to develop them, in a way that contributes to strengthening global security and peace, and serving the interests of the two friendly peoples.
The Cabinet renewed the State of Qatar’s welcome of the United States of America and the Islamic Republic of Iran reaching an agreement on a memorandum of understanding between them, in an important and decisive step to end the war, ensure freedom of navigation in the Strait of Hormuz, and maintain regional security and global stability.
The Council praised the keenness of the American and Iranian sides to resolve their differences by peaceful means, and the efforts of the Islamic Republic of Pakistan, and all regional and international parties that contributed to reaching this agreement, expressing its pride in the role of His Highness Sheikh Tamim bin Hamad Al Thani, the Emir of the country, may God protect him, and the efforts of Qatari diplomacy, in support of Pakistani mediation, in reaching this advanced stage in the American-Iranian understanding, in line with the firm positions of the State of Qatar. Its well-established principles are based on adopting dialogue, diplomacy, and peaceful means as a way to resolve differences and settle conflicts.
The Council expressed its aspiration for the United States of America and the Islamic Republic of Iran to complete their anticipated negotiations, culminate in a comprehensive agreement for sustainable peace, and implement it in the same positive spirit that led to the agreement on the memorandum of understanding.
On the other hand, the Council of Ministers expressed its deep satisfaction that the State of Qatar topped the countries of the Middle East and North Africa in the Global Peace Index for the year 2026, where it achieved first place, which strengthens its position as one of the most stable and secure countries in the region according to this global index, which is issued annually by the Institute of Economics and Peace, and is considered an essential reference for policy makers in assessing the extent of stability and security of countries.
The Council of Ministers then considered the topics on its agenda, where the Council reviewed the Shura Council’s proposal for a draft law on digital protection for children, and decided to refer it to the competent authorities to study it and submit a report on it.
This proposal comes with the aim of regulating the interaction of users under the age of sixteen with digital platforms by appropriate means, in order to enhance measures to confront digital risks and preserve the safety and digital protection of children.
The Council of Ministers took note of the Shura Council’s approval of a draft law on animal health.
The draft law prepared by the Ministry of Municipality comes to replace Law No. (1) of 1985 regarding animal health, within the framework of modernizing the law to keep pace with developments in this field, and to enhance the ability to prevent, control and reduce animal diseases.
From its cross-border movement, in a way that protects livestock and the safety of products of animal origin, and preserves public health, as well as aligning national provisions with international standards adopted in this field, in support of the food security system, and in line with the Qatar National Vision 2030 and the objectives of the third national development strategy.
The Council also took note of the Shura Council’s approval of a draft law amending some provisions of Law No. (22) of 2017 regulating real estate brokerage businesses.
The preparation of the draft law comes with the aim of transferring the jurisdiction to regulate the real estate brokerage sector from the Ministry of Justice to the General Authority for Real Estate Regulatory, in accordance with the Authority’s objectives and powers, and raises the efficiency of organizing and developing activities related to it, in line with the Qatar National Vision 2030, and in support of the objectives of the Third National Development Strategy.
The Council decided to approve a draft agreement on cooperation in the field of combating doping in sports between the Ministry of Sports and Youth in the State of Qatar and the World Anti-Doping Agency (WADA).
At the conclusion of its meeting, the Council of Ministers reviewed the sixteenth annual report on the results of the work of the Qatari Committee for the Alliance of Civilizations for the year 2025, and a report on the results of participation in the twenty-seventh meeting of the Committee of Ministers of Transport and Communications of the Gulf Cooperation Council countries.
