    On Sunday, after a chase in Bauska, State Police officers arrested the driver of a quadricycle who, ignoring repeated demands to stop, tried to run away from the law enforcement officers. The man was clearly under the influence of alcohol, but refused a breathalyzer test. His young son was with the man. The State Police initiated criminal proceedings and ten administrative violation proceedings against the man.

    On June 7, around 4:00 p.m State police Officers of the Response Department of the South Zemgale precinct of the Zemgale regional administration, while patrolling in Bauska, on Vitolu Street near the trading post, noticed a quadricycle driven by a man without a protective helmet, a child was on the quadricycle, and the quadricycle had no license plate.

    State police officials turned on the light and sound signals of the service vehicle, but the quadricycle driver started escape. The law enforcement officers repeatedly called the driver to stop through the loudspeaker of the service vehicle, but the driver of the quad bike did not obey the lawful demands of the police officers and continued to flee. During his escape, the man ran onto the pedestrian sidewalk, crossed Salatu iela, Kliavu iela, until he stopped the quadricycle at the intersection of Ceriņi and Mazās iela. A child in front of the driver jumped off the quad bike.

    The quad bike driver was the obvious one under the influence of alcohol and there was an odor of alcohol on his breath. The man threw a bottle of alcohol on the ground and behaved aggressively, shouted, cursed obscene words and refused to take an alcohol breath test. The driver of the quadricycle was detained, while the minor boy was handed over to his mother.

    Criminal proceedings have been initiated against the man for refusing to take a breath or blood test to determine the concentration of alcohol, if the driver of the vehicle did it. Ten administrative violation proceedings have also been initiated of the child failure to fulfill the duty of care, for failure to fulfill the legal requirements of an official, for failure to comply with a repeated or repeated request to stop the vehicle (for fleeing) by a person authorized to check the driver’s documents, for driving on sidewalks, for not wearing a fastened safety helmet, for carrying more passengers than specified by the vehicle manufacturer, for driving a vehicle that does not have any of the prescribed license plates, for not carrying out the mandatory civil liability insurance of the vehicle owner, for using a vehicle in road traffic that has not been subject to a state technical inspection within the specified period, and for using a vehicle in road traffic that is not registered.

    According to the Law on the Protection of Children’s Rights, for non-fulfilment of child care obligations to the parents, the person in whose care the child has been transferred by the decision of the Orphan’s Court, or the person who provides temporary care of the child, shall be given a warning or a fine up to 210 euros. The amount of the fine is determined by the administrative commission of the municipality.

    The police emphasize that one of the most responsible and important tasks of parents is to take care of children’s life and safety!
