Primary school is the only compulsory education in Croatia. All primary schools in the country follow the same curriculum, all have the same set outcomes and all cover the total population of children in their area.
But does this mean that children, regardless of which school they attended, leave it with the same knowledge and the same basis behind the same grade? In other words, does every five or three have the same weight and value?
The legislator, it seems, deeply believes that there is, because he prescribed that secondary schools are enrolled on the basis of this very criterion – the grade a student gets from elementary school.
