Member of Parliament Beáta Jurík and Members of Parliament Jaroslav Spišiak and Tomáš Valášek submitted to the parliament a draft amendment to the Act on Social Security, the aim of which is to move the deadline for the annual valorization of long-service pensions from July 1 to January 1. Retired police and soldiers could see a change that will see their benefits adjusted earlier
End of disadvantage compared to other pensioners
Currently, long-service pensions are valued in the middle of the year, which, according to the presenters, puts this group of pensioners in a disadvantageous position compared to civilian professions. These have a valuation set at the beginning of the calendar year, which better reflects the growth in living costs since the first days of January.
As stated in the explanatory report to the proposal, the goal of this change is not only unification with other pension systems, but primarily an effort to ensure a predictable income for long-service pensioners. The petitioners see the current situation as unfair: “The petitioners are convinced that it is necessary to remove the disadvantage faced by long-serving pensioners due to the current adjustment, since, unlike other professions, they receive the benefit during the first half of the year in the original amount.”
Mechanism and effectiveness of changes
The change will affect several provisions of the law, the modification of which will enable a smooth transition to the new valuation system. According to a special part of the proposal, the new mechanism will be practically applied for the first time during the valorization on January 1, 2027.
With regard to the anticipated legislative process, the proposal envisages the entry into force of the law from December 1, 2026. The proponents emphasize that the entire proposal is in full compliance with the constitutional order of the Slovak Republic, as well as with international obligations and the law of the European Union.
