The ministry is now enforcing long-standing pharmaceutical rules under a one-year transition period, during which it will focus on public education and review the national list of prescription and over-the-counter drugs.
Health authorities also acknowledge that inconsistent enforcement has allowed some medications to be sold without prescriptions in private pharmacies.
The update comes amid a wider national debate over tighter enforcement of prescription rules, which has raised concerns about access to medication and healthcare costs.
Officials say the phased approach is intended to give time for pharmacists, healthcare providers, and the public to adjust before full enforcement begins.
