Why the CBSE’s move towards competency-based assessment has a gap

A school principal told me, with genuine pride, that her school does experiential learning. They take students to the beach to clean it. I did not say what I was thinking, but I have not stopped thinking about it. This is not a criticism of that school or the principal. The intent was real. So was the effort. Community engagement has educational value but what was missing was something more specific: the understanding that experiential learning is not an activity. It is a pedagogy. It has structure, sequencing, reflection, and measurable learning outcomes built into its design. A beach visit without that architecture is a good morning out. Whether it qualifies as project-based learning depends entirely on what surrounds it, not on where the bus stops.

Policy shift

The CBSE’s move toward competency-based assessment deserves credit. The board has done more than change question papers. It has issued competency frameworks, published experiential learning guidelines, introduced art-integrated learning, and aligned its reforms with NEP 2020. The direction is right; the intent, serious. These are not small moves for an institution operating at the scale at which the CBSE operates. But what has not been solved is the distance between policy document and classroom practice.

Competency-based assessment and competency-based education are not the same thing. One measures a capability while the other builds it. The CBSE has moved significantly on the measurement. The building, in most schools across India, has not kept pace; not because schools are unwilling, but because translating a policy framework into daily classroom practice requires a kind of sustained implementation support that circulars and webinars alone cannot provide.

Schools have received guidance. What many still lack is a shared implementation framework that tells them, with enough specificity to be useful, what quality actually looks like when it is working. Without that, every school interprets competency differently. One school designs a structured inquiry into water quality, collects data, interviews municipal officials, and presents policy recommendations. Another takes students to clean the beach. Both call it by the same name. Both believe they are doing experiential learning. The difference is not intent. It is in instructional design. Without a nationally shared implementation standard, there is no shared language for that difference.

Systemic inequity

The inconsistency runs deeper than interpretation. It runs through geography, demography, and the professional development most teachers have never received. A school in Chennai can take students to a manufacturing facility and put them in direct conversation with a production engineer. A school in Ramanathapuram may not be able to do so. This is not a failure of ambition but a fact of access.

Project-based learning has a pedagogy of its own. Students investigate authentic problems that have no pre-given answers. They move through structured phases of inquiry, evidence-gathering, design, testing, and reflection. They make decisions, defend their thinking, encounter failure, and revise. The teacher’s role inside this is fundamentally different from the role of delivering a lesson. It demands facilitation skills, the ability to hold productive ambiguity, and a design sensibility that most teacher training programmes were never built to develop.

Most teachers working in Indian schools today have not received sustained professional development in this kind of facilitation. This is not their failure but a structural gap that reform has acknowledged in principle and addressed insufficiently in practice. Telling schools to build competency without equipping teachers to build it is like revising the syllabus and assuming the pedagogy will follow automatically.

Different outcomes

The student in a school that has genuinely implemented project-based learning is building capabilities that will serve her for life. The student in a school where a beach visit counts as experiential learning is building goodwill toward the environment. Both deserve a system that can tell the difference and, more importantly, help schools close it.

The CBSE has done the harder half of this work first. It has set a direction and built the assessment architecture to reinforce it. What the next phase of reform must address is the half that comes before the exam: what happens inside classrooms every day, in schools of every kind, in every corner of this country.

The exam has moved. The classroom is still finding its way and the children sitting inside that gap are not waiting for the system to catch up. That is the gap and it will not close until someone decides to actually walk schools through it, not just point them toward the destination.
