Why Tamil Nadu’s government schools need a revival plan

The real crisis in Tamil Nadu’s government schools is no longer simply one of enrolment. It is a question of whether a public institution can remain viable when demography, migration, and parental aspiration move faster than policy.

    What the data shows

Recent State enrolment data indicates that 14,829 of Tamil Nadu’s 24,349 government primary schools have fewer than 30 pupils across all five classes. Of these, 6,635 have fewer than 20 pupils and 3,027, fewer than 10. In 2026, 246 government primary schools have reportedly been closed following prolonged low enrolment. Yet “closure” can be a misleading diagnosis.

The State’s own account in 2025 recorded 208 government schools temporarily suspended because they had no enrolment, while 1,204 schools across managements had zero admissions. The demographic arithmetic is unforgiving: live births in Tamil Nadu fell from 9.03 lakh in 2023 to 8.47 lakh in 2024, while the total fertility rate has moved below replacement level.

But demography alone cannot explain the whole story. Government-school enrolment fell from about 50.42 lakh in 2022-23 to 43.03 lakh in 2025-26, a reduction of 7.39 lakh in three years. Over a longer period, the decline is even more pronounced. The question, therefore, is not merely where the children have gone but why families who have a government school within reach are choosing alternatives.

The answer lies partly in the economics of aspiration. Parents increasingly associate private schooling with English-medium instruction, predictable school routines, transport, extracurricular exposure, and a visible pathway to higher education. These perceptions may not always correspond to learning outcomes but they influence the first decision a parent makes: where to enrol a child. The State has already demonstrated that targeted interventions can alter behaviour. In 2025-26, government primary and middle schools reportedly attracted about 3.7 lakh new students. The breakfast programme, early admission drives, smart classrooms, and technology-enabled laboratories have contributed to the public system’s appeal.

    What can be done

Tamil Nadu, therefore, needs a different proposition: do not close a low-enrolment school until it has been given a public-school revival window based on measurable local evidence. First, create a School Viability Index for every government school. It should combine five-year enrolment trends, births in the catchment area, migration, distance to the nearest alternative school, teacher availability, learning outcomes and parental preference. A school with eight pupils in a shrinking hamlet should not be treated in the same manner as a school with eight pupils in a growing peri-urban settlement. Closure should be the final administrative decision, not the first statistical response.

Second, convert clusters of small schools into a federated school network. Instead of forcing every small school to offer the same educational experience, retain the neighbourhood primary campus while sharing specialist teachers, laboratories, sports facilities, libraries and arts programmes across a five-to-eight-school cluster. A Maths or English specialist could rotate across campuses and digital classrooms could connect pupils to expert teachers elsewhere. This would preserve proximity without preserving institutional isolation.

Third, introduce a public-school service guarantee. Every government school should publish a one-page annual charter stating what parents can expect: teacher availability, learning targets, English exposure, sports, and arts, digital access and grievance-response timelines. Parents should be able to compare public provision not through slogans but through transparent indicators.

Fourth, treat admissions as a year-round public service rather than a summer campaign. Birth registration, Anganwadi records, and school-age population data can be integrated into a district-level “next cohort map”. If a panchayat is expected to have 25 eligible children entering Class I, the school should know about them months in advance and plan outreach, transport, and staffing accordingly. The State already has enough administrative data to move from reactive enrolment drives to predictive school planning.

Fifth, establish school-use compacts for campuses with chronically low enrolment. A school building should not remain locked for most of the day. Subject to local need, the campus could host reading rooms, adult digital-literacy sessions, youth sports, libraries, career guidance, and skill clubs. This would make the government school a civic asset even when its immediate student population is small.

Finally, Tamil Nadu should experiment with a three-year no premature closure rule for strategically located rural schools. During this period, the school should receive a defined package: cluster-based specialist teaching, transport support where necessary, an admissions and outreach budget, and an independently assessed learning-improvement plan. If the catchment truly has no children, merger may be rational. If children exist but are choosing other schools, the State should first test whether a redesigned public-school offer can bring them back.

The objective should not be to preserve every building at any cost nor should low enrolment automatically be interpreted as institutional failure. Tamil Nadu is entering a demographic phase in which the number of children will shrink in many locations. The intelligent response is to make each remaining public-school campus more connected, more accountable and more educationally ambitious.

A government school is not merely a provider of seats. In many villages, it is the last easily accessible public institution for children. If it disappears, the cost is not captured by a balance sheet. The challenge before Tamil Nadu is, therefore, to decide, school by school, whether it is witnessing an inevitable demographic contraction or allowing avoidable institutional decline to masquerade as demography.
