SAN MARINO – Meeting with the interim Secretary of State for Health and Social Security, Marco Gattiby the associations One of Us And Welcoming of Life. The associations asked to be received in order to take stock of the requests still suspended and to receive updates on the matter.
“The meeting – explain the associations – took place cordially, at the Secretariat of State, on Tuesday 28 April, in the presence of the Secretary Gatti and the presidencies of the two associations, who were thus able to expose the issues still open, first of all that of the “cradle for life”, the subject of an Arengo request approved on 18 March 2024 (over two years ago) and of an Agenda, approved unanimously by the Great and General Council on the same date, which committed “the Secretary of State for Health to present (both) a project for the installation of the aforementioned “cradle for life” at the hospital facility or at another place identified by the ISS to better protect and ensure the privacy of the mother and at the same time the health of the child (and) a specific socio-health protocol for the care, management and protection of the newborn exclusively by the public service.”. In this regard, it was pointed out to the Secretary as the ISS Executive Committee, with resolution n. 31 of 28 May 2025 (one year ago), had already approved a proposal, defining it as “feasible in a short time” and giving a mandate to the Planning Office for its implementation, so it was expected that to date it had already been implemented and yet nothing was mentioned, not even mentioned in the programmatic report of the new ISS leaders to the Council Commission on the ongoing projects. Republic of hope, humanity and hospitality, making itself available, where the problem was economic, to promote a fundraiser. The Secretary of State has taken full note, committing himself to verifying the “state of the art” with the competent offices, in particular with regard to the issuing of the relevant regulatory framework, taking into account that a draft regulation, in response to the aforementioned Protocol, had already been promptly drawn up, with not excessive costs foreseen, and that the so-called “hospital birth in anonymity” is already possible for law.
Another issue addressed was that of the absence of significant data to adequately understand the phenomenon of IVG in San Marino. Law no. 127/2022 in fact provided that from the annual report to the Council Commission, through the data collected from the questionnaires filled out by the requesting women, it would be possible to activate targeted prevention actions, so that abortion remained the last resort, but, beyond the number of IVGs requested and carried out, very little is known. For example, it would be useful to know on a statistical level, as happens in Italy, the age range, employment status, marital status, housing condition, income range, level of education, etc., and above all the reasons behind the request, considering that the San Marino news does not give us a coherent picture of violence and socio-economic degradation. Therefore the new law to support the family and the birth rate is welcome, certainly useful and necessary, especially for the greater valorisation of the paternal role (extraneous to Law no. 127/2022) and for the economic recognition of the social value of every motherhood even when the mother (by choice or necessity) is unemployed, but understanding the reason for the dozens of children not born every year in San Marino by decision of the mothers would already be a first, simple and necessary step to try to effectively combat the birth rate decline San Marino and, above all, to offer the most adequate tools of support and help to these fellow citizens of ours. Also on the issue of the completeness of the questionnaires, Secretary Gatti has indicated his willingness to check with the ISS top management and with the Health Authority”, they conclude One of Us And Welcoming of Life.
