The councilors of the minority of the common de Massana, Guillem Forné i Laura Bragançahave presented a total of 23 allegations against the construction project of the astronomical viewpoint of l‘Top of the Cape and the accompanying environmental documentation. The municipal representatives demand that the initiative be reconsidered and that the possibility of giving up on building it be considered.
The allegations have been formalized through two written documents drawn up in a coordinated manner, with contributions from experts and based on concerns moved by citizens of the parish. The minority considers that the permanent transformation of a high mountain peak cannot be decided without clarifying the environmental, landscape, heritage, technical and economic questions raised by the project.
One of the main points of criticism is that the works have already been awarded by 892,148.54 euros, IGI included, despite the fact that the environmental assessment procedure has not yet been completed. Forné and Bragança argue that this award cannot be used as an argument to consider the construction of the viewpoint inevitable.
In this sense, the councilors ask the communal majority to clarify if theirs willingness to rethink the project it includes the ability to cancel it permanently and not just move it to another location.
The minority also demands that the allegations and citizen participation have a real impact on the final decision, without this being conditioned by the resources invested so far.
Finally, Forné and Bragança encourage citizens to participate in the public information process and insist on the need for a collective reflection on the future of Alt de la Capa.
