State duties for migrants in Russia may increase 10-12 times. On April 27, the Russian government approved the relevant bill of the Ministry of Finance. The increase in prices will affect the issuance of invitations for entry, residence permit and citizenship.
In addition, new fees are being introduced for the replacement of a residence permit, as well as for issuing a new document in case of loss or invalidity.
Thus, the fee for obtaining a residence permit for foreigners and stateless persons will increase from 6,000 to 30,000 rubles, i.e. by 400%. wrote “Izvestia”.
According to the amendments, the fee for obtaining and leaving Russian citizenship will increase from 4.2 thousand rubles to 50 thousand rubles. The price of an invitation to enter will increase from 960 rubles to 8 thousand rubles, the price of an ordinary visa will increase from 1.2 thousand to 2 thousand rubles, and the price of a multiple-entry visa will increase from 1.92 thousand to 6 thousand rubles.
A temporary residence permit can cost from 1.92 thousand to 15 thousand rubles, and a residence certificate can cost from 6 thousand to 30 thousand rubles.
Registration of temporary residence for foreign students will cost 8 thousand rubles instead of the previous 1.92 thousand rubles.
It is also proposed to increase the duty from 12,000 to 15,000 rubles to attract foreign workers.
New types of fees will also be added – replacement of a residence permit (6 thousand rubles) and issuance of a duplicate permit for temporary residence, including education (5 thousand rubles).
According to the financial and economic justification, the amount of additional revenues of the federal budget expected from the increase and introduction of new state duties in the field of migration will be approximately 7.9 billion rubles per year from July 1, 2026, and approximately 15.8 billion rubles from January 1, 2027, RBK wrote.
At the same time, experts warn that such a sharp increase in fees could increase underground employment, make it difficult to recruit workers and reduce the attractiveness of Russia to foreign students and professionals.
