The Ministry of Consumer Affairs of Spain has imposed one penalty of 750,000 euros in the company EBR Management SLU to organize the raffle of a high-end vehicle without having the authorization required by Spanish gambling law. The ministry has not made public the name of the person sanctioned but the documentation, due to the dates, figures and the filed company, match the raffle of a Tesla Model S Plaid promoted by youtuber resident in Andorra TheGrefg, as published by different Spanish media.
TheGrefg has made a post on social networks this morning in which he emphasizes that “the fine was for the company who organized the raffle” and not for him. The content creator residing in Andorra assures that the sanctioned company, EBR Management SLU, is not his but a company that “he hired me” for the Tesla raffle last Christmas. The YouTuber ends by saying that on October 15th “the new super sports Tesla Roadster model, what do you think if we raffle it”.
The raffle took place between December 24, 2024 and January 6, 2025 and allowed participation from Spanish IP addresses. The draw of vehicle owned by TheGrefg, personalized with a Lightning McQueen vinylcharacter from the movie Cars, it was spread through the social networks of the content creator and was specified in the purchase of a digital wallpaper for one eurowhich gave the right to a participation in the raffle. The operation involved the sale of 376,850 shares for a vehicle that TheGrefg explained in the videos that he it had cost nearly 120,000 euros.
TheGrefg’s Tesla raffle involved the intervention of the Andorran Gambling Regulatory Council (CRAJ) to analyze the operation and the entity concluded that there was no illegality in Andorra in the draw made by the resident YouTuber. The controversy arose due to the fact that to enter the game you had to pay to acquire a share at a price of one euro, which made it a raffle. The CRAJ further alleged that the raffle had been done through social media and was not within its jurisdiction.
The Spanish media explain that the General Directorate for the Organization of the Game of Spain opened a file in thecompany EBR Management in estimating that he had incurred one very serious administrative violation for not having requested the necessary authorization to carry out the draw. The imposed penalty of 750,000 euros represents almost double the collection of 376,850 euros which he obtained from the sale of the digital wallpapers.
The company EBR Management presented an appeal against the resolution of the Spanish Ministry arguing that it was a random action for advertising or promotional purposesclaim the neighboring media. The allegations were dismissed and Consum d’Espanya maintained that the activity corresponded to one raffle held without the corresponding permit.

The YouTuber from Murcia resident in Andorra explained in a live broadcast to the streaming platform Twitch the number of registered holdings and stated: “Obviously, there have been benefitsbut you have to take into account everything that is around. There has been a great expense to do all this”.
