SELANGOR aims to become a model state in South-East Asia by 2030 through the implementation of the Second Selangor Plan 2 (RS-2).
Mentri Besar Datuk Seri Amirudin Shari said the plan, from 2026 to 2030, would serve as the state’s “compass” and guiding framework for development over the next five years.
The plan, which would benefit an estimated 7.4 million Selangor residents, was not only about achieving economic targets but also building a society grounded in civilisation, inclusivity and human dignity.
“RS-2 is not just a document that sets targets such as achieving a median monthly household income of RM14,000 or maintaining economic growth of 6.5% a year.
“It is about creating a decent life and dignified economy,” he said at the official launch of RS-2 at a hotel in Shah Alam.
With RS-2, Selangor wanted to strengthen its position as Malaysia’s leading economic powerhouse while preparing for rapid global changes.
RS-2 has six key thrusts covering economic leadership, balanced development between districts, caring state and unique culture, productive and inclusive human capital, strategic governance and culture, and effective government, people and business services.
It contains 98 initiatives in 25 focus areas.
Amirudin said the state had learnt from the implementation of the First Selangor Plan.
RS-2 would place greater emphasis on implementation at district and local levels, he said with state agencies and local authorities aligning their budgets, programmes and development projects to it.
He said Selangor wanted to increase its share of Malaysia’s gross domestic product (GDP) to between 28% and 30%.
“Achieving this requires leaders and civil servants to continuously set new goals and remain open to change.
“Sometimes the target may sound ambitious, but if we do not set higher targets, we will not challenge ourselves.”
He urged all state departments, agencies and local authorities to take ownership of RS-2 and translate its aspirations into tangible outcomes for the people.
