Oil has been Castro’s hard currency scam

Miami/On October 2, 2026, the US Coast Guard announced the interception of the Gracea ship detained in an international operation to combat illicit fuel trafficking destined for Cuba. Authorities pointed to the use of “dark fleet” tactics: deceptive navigation, concealed cargo and practices designed to evade scrutiny. Fuel was found stored unsafely in ballast tanks and containers.

Months earlier, on June 28, the Coast Guard detained the Jaira Providera non-compliant offshore supply vessel, registered in St. Kitts and Nevis, that was transporting more than 200,000 gallons of fuel to the Island. These are not random seizures. They are part of a deliberate and targeted effort to break a pattern that goes back decades: the Cuban communist dictatorship’s systematic conversion of preferential or illicit oil into hard currency, while the Cuban people suffer from chronic shortages.

This is not a humanitarian blockade. It’s a filter. Washington intends to control the ownership, sale and final beneficiaries of the oil that enters Cuba, so that it is consumed on the Island instead of being arbitrated abroad in exchange for dollars and euros. This contributes to sustaining the regime’s repressive machinery, its intelligence apparatus and the export of subversion.

Washington intends to control the ownership, sale and final beneficiaries of the oil that enters Cuba

The alternative—unrestricted flows—has long allowed Havana to claim internal shortages while monetizing surplus or diverted product. The moderation of the policy is deliberate: part of the fuel continues to reach entities, including MSMEs linked to the dictatorial State, precisely to avoid social collapse. Total denial would pose a risk of catastrophe; Controlled entry prevents the regime from remaining the main oil trafficker as a re-exporter.

This practice is historical, not hypothetical. During the Soviet era, Cuba received oil on very preferential terms through Comecon agreements and barter exchanges that overvalued Cuban sugar. Domestic consumption generated a surplus that was re-exported—or not even landed—to Western markets in exchange for convertible currencies. Studies on that period, based on data from the National Bank of Cuba, show that between 1983 and 1985, oil re-exports represented more than 40% of Cuba’s hard currency earnings, surpassing those from sugar.

The mechanism was pure arbitrage: acquire oil cheaply or in weak currency and sell the surplus at world prices. Preferential resources entered and hard currencies left. Cargo splitting and re-exporting became a key revenue model.

The pattern was repeated with Chavista Venezuela. Preferential or politically motivated shipments arrived; Some of them were diverted or structured for resale. Satellite tracking and shipping data documented this practice. In a clear case related to the Skipper In December 2025, the tanker loaded Venezuelan crude, transferred a portion near Curacao to a vessel bound for Cuba, and continued to China with the bulk of the cargo.

The supertankers that loaded in Venezuela made brief stops in the Caribbean, unloaded part of the cargo destined for Havana and continued east. The Cuban government could, at the same time, claim fuel shortages in the country while converting the difference into foreign currency. That difference has financed state conglomerates like Gaesa, security services and political operations abroad much more reliably than sugar or tourism ever could.

That difference has financed state conglomerates like Gaesa, security services and political operations abroad much more reliably than sugar or tourism ever could.

Critics who attribute the current difficulties solely to the US embargo, Trump’s Executive Orders 14380 to 14404, or related sanctions ignore both chronology and responsibility. Cuba’s economic deterioration began in 1959 with the imposition of centralized planning, expropriations, and the rejection of market incentives. It worsened over successive decades of inefficiency, isolation of productive capital and prioritization of the survival of the regime over the well-being of citizens.

The mass emigration since 2021 — about 20 percent of the population, with a strong predominance of young people — reflects an accumulated failure, not a sudden external crisis. Blaming Washington for the consequences of the Castro-communist economy is the regime’s preferred propaganda line; Furthermore, it is a reversal of facts. The United States is not responsible for Cuba’s misery. It is responding to a long-standing revenue strategy that has prolonged that misery by funding the apparatus that imposes it.

The current approach recognizes reality without giving up principles. Fuel is sold under controlled conditions, even when the recipient is linked to the regime, because uncontrolled shortages carry the risk of a humanitarian catastrophe.

However, this same policy blocks the cargo division channels and the “dark fleet” that convert oil into hard currency without restrictions for the elite and the security state. The interceptions of the Grace and of Jaira Provider illustrate the distinction: they are directed against illicit and deceptive movements, and not against legitimate commercial supply. Washington is not trying to deprive the Island of energy; is trying to deprive the dictatorship of an easy arbitration business that has subsidized repression for generations.

However, this same policy blocks the cargo division channels and the “dark fleet” that convert oil into hard currency without restrictions for the elite and the security state.

Under Cuban communism, oil has never served primarily to supply hospitals, factories or homes. It has been a dirty business: a scam in search of funds. From Soviet re-exports that once contributed more than 40% of convertible revenues to the division of Venezuelan cargoes documented by satellite images, the model has been constant: preferential entry, selective internal allocation, external monetization.

The looting of Venezuelan oil, before January 3, meant that between 60% and 80% of oil shipments were resold by communist Cuba to Asia or other markets of related regimes. The United States’ decision to control entry, while still allowing moderate flows, is both strategically coherent and morally defensible. It denies the regime the unlimited ability to convert oil into the hard currency that sustains its power, without imposing the total cut that would collapse civil life.

Those who ignore this history and this evidence to instinctively blame the United States are not defending the Cuban people. They are, whether intentionally or not, repeating the official narrative of a dictatorship that has always preferred currency to exercise control over fuel for its citizens.
