Marshall Islands communities lead new atoll tourism experiences

The Marshall Islands is reinforcing community-based tourism among its remote coral atolls using an innovative Reimaanlok strategy, which increases the role played by the local council in the management of marine zones and tourist operations. This national conservation strategy is being rolled out throughout 2025 and 2026 and involves communities within atolls such as Arno, Ailuk and Likiep establishing locally managed marine zones and tourism arrangements. The conservation strategy provides a link between conservation and tourists since they can tour remote coral reefs, giant clam sanctuaries, and birding islands within locally organised tours. Accommodation through homestays has also been provided in outer-island communities.

    Reimaanlok Strengthens Community Tourism

Reimaanlok, the Marshall Islands’ National Conservation Area Plan, provides a framework for protecting marine and terrestrial environments while supporting community participation.

Under the updated approach, atoll councils are taking a stronger role in determining how tourism operates within their surrounding environments.

For visitors, this can mean more locally managed experiences, including guided marine excursions, reef visits and nature activities.

The approach also gives communities greater involvement in deciding which areas are suitable for tourism and how visitor access should be organised.

    Arno Atoll Develops Marine Experiences

Arno Atoll is among the communities participating in the wider conservation and tourism approach.

Its collection of islands and surrounding marine environments creates opportunities for visitors interested in reef exploration, fishing culture and island landscapes.

Community-designated marine areas can provide defined locations for low-impact visitor activities while protecting particularly sensitive marine habitats.

Local guides can also introduce travellers to the ecological and cultural characteristics of the atoll, providing an experience that goes beyond conventional resort-based tourism.

Ailuk Connects Reefs With Local Stays

Ailuk Atoll offers another setting for community-led visitor experiences.

The remote atoll is surrounded by coral reef environments that can attract travellers seeking marine exploration and quieter island experiences.

Locally managed accommodation protocols are helping create opportunities for visitors to stay within island communities rather than relying exclusively on large-scale tourism properties.

Homestays can also encourage longer visits by giving travellers a base from which to explore nearby reefs and islands.

Likiep Adds Heritage and Nature Tourism

Likiep Atoll is also part of the emerging community tourism network.

Its island environments provide opportunities for combining marine activities with cultural and natural experiences. Visitors can explore local landscapes while participating in community-guided activities designed around the surrounding ecosystem.

This model can create a closer relationship between accommodation, guiding and conservation because the same communities hosting visitors can also participate in managing the areas they explore.

    Marine Reserves Guide Visitor Access

Community-designated marine reserves are an important component of the framework.

The reserves can identify reef and marine habitats where conservation requirements take priority while establishing appropriate locations for controlled visitor activities.

For travellers, managed access can provide opportunities to experience marine environments without treating sensitive ecosystems as unrestricted tourism spaces.

Giant clam sanctuaries are among the habitats receiving attention, while remote reefs provide opportunities for snorkelling, diving and marine observation where conditions and local rules permit.

    Birding Adds Another Atoll Experience

The Marshall Islands’ remote islands also provide opportunities for bird-focused tourism.

Small offshore islets can serve as important habitats for seabirds and other wildlife. Community-managed access can help regulate visits to these locations, particularly where bird colonies may be sensitive to disturbance.

Birdwatching therefore adds another activity to the outer-atoll tourism portfolio, alongside reef exploration and cultural experiences.

For nature-focused travellers, combining marine excursions with guided birding can create a broader island itinerary.

    Local Councils Retain Tourism Revenue

A central feature of the community-led model is the role of local councils in managing visitor access, permits and guiding activities.

Keeping tourism-related revenue within village councils can create a direct economic connection between conservation and tourism.

Guiding, homestays, boat excursions and other visitor services can generate income for communities while encouraging continued protection of the marine environments that attract travellers.

This allows outer-island destinations to participate more directly in the tourism economy.

Marshall Islands Broadens Its Tourism Map

Community-led tourism will be making the visitor destination beyond Majuro and the other areas in the country where the travel infrastructure has been established before. The remote atolls like Arno, Ailuk, and Likiep will allow a new kind of travel experience which is all about the marine environment, accommodation in the communities and activities in nature. Also, there will be an opportunity for those who want to travel to the Pacific islands but want something different from the commercialised tourism products. The implementation of the new version of Reimaanlok will take place until 2026, and therefore the Marshall Islands will create a tourism model which is related to marine conservation, community accommodation and exploring nature guided by the local people.
