Marshall Islands launches roadmap for climate-resilient health and coastal infrastructure with UNOPS support and CDRI funding

    in Marshall Islands

The Government of the Marshall Islands has launched the Roadmap for health and coastal infrastructure resilience, backed by UNOPS and financed through the Coalition for Disaster Resilient Infrastructure (CDRI) Infrastructure Resilience Accelerator Fund. Announced on 12 October 2026, the initiative aims to protect essential health services and coastal infrastructure from climate change and disaster risks.

The roadmap responds to challenges already affecting communities across the country’s islands and atolls, including rising sea levels, coastal erosion and extreme weather events. It is intended to guide resilient investments so that critical services can continue during climate shocks.

Why resilience planning matters in the Marshall Islands

The Marshall Islands faces climate hazards that can quickly undermine infrastructure and service delivery, especially for remote communities spread across islands and atolls. UNOPS notes that many infrastructure decisions are shaped by the country’s narrow land strips and the corrosive marine environment, alongside risks such as flooding, erosion, saltwater intrusion and high waves.

“Almost every infrastructure decision is affected by where and how we live,” said Walter Myazoe, Secretary of the Ministry of Public Works, Infrastructure and Utilities, in remarks included in the UNOPS announcement. He described the physical constraints and exposure that complicate building and maintaining assets.

The roadmap and its priority areas

UNOPS said the roadmap was developed through infrastructure gap assessments and climate readiness evaluations. It identifies six priority areas for implementation, designed to strengthen both health-sector infrastructure and coastal protection.

According to UNOPS, the roadmap prioritizes: improving infrastructure maintenance; climate-proofing outer island health clinics; establishing an integrated geospatial asset and hazard information system; expanding nature-based coastal protection; strengthening emergency shelters; and upgrading the Majuro Airport to Laura Road corridor.

The framework also integrates gender equality, disability and social inclusion considerations, aiming to support inclusive access to essential infrastructure and services.

Government, UNOPS partnership and CDRI support

UNOPS said the roadmap was launched by the Government of the Marshall Islands in partnership with UNOPS, with financing from CDRI’s Infrastructure Resilience Accelerator Fund. In the UNOPS announcement, Nicholas George, Director of the UNOPS South East Asia and the Pacific Multi-Country Office, said the roadmap equips the country with a strategic blueprint for resilient investments.

The initiative underscores how resilience planning can link technical assessments to prioritized projects, helping decision-makers coordinate across health services, disaster preparedness and long-term coastal risk reduction.

    Key Details

    • Initiative or programme: Roadmap for health and coastal infrastructure resilience of the Marshall Islands
    • Lead organization: Government of the Marshall Islands
    • Partners: UNOPS
    • Funding amount: Not specified in the source material
    • Geographic focus: Marshall Islands (islands and atolls; Majuro included)
    • Target groups: Communities relying on essential health services and coastal infrastructure; outer island health clinic users (specific groups not further detailed)
    • Duration or timeline: Not specified in the source material
    • Expected reach or outcomes: Identifies six priority areas to guide climate-resilient investments, including health clinic climate-proofing, nature-based coastal protection, emergency shelter strengthening, geospatial hazard information systems, and selected transport and infrastructure upgrades

    Why This Matters

This announcement highlights a practical approach to climate resilience that connects infrastructure gap assessments and hazard evaluations to prioritized, fundable actions. For NGOs and development professionals, it signals continued emphasis on resilience in small island developing states, with planning that explicitly includes gender equality, disability and social inclusion.

The roadmap’s focus on outer island health clinics, emergency shelters and geospatial hazard information suggests opportunities for civil society and local implementers to contribute to community-focused preparedness, inclusive access and knowledge systems that can support implementation of resilience investments over time.

More broadly, the involvement of UNOPS and CDRI’s resilience financing mechanism reflects a trend toward structured support for resilience planning and infrastructure decision-making—work that can shape where partners align technical assistance, capacity building and community engagement.
