President Luiz Inácio Lula da Silva (PT) demanded from the team of ministers and directors of public banks that the package to combat high debt, Desenrola 2, has effective results.
In a meeting this Tuesday (28), the president was informed of the technical design of the program and did not object to the parameters agreed the day before by the Minister of Finance, Dario Durigan, with the CEOs of seven financial institutionsaccording to the president’s aides.
Lula did not contest the design, but reinforced in the presentation of the model that he wants effectiveness. Among the parameters presented are an interest ceiling of 1.99% for new refinanced debts and a period of up to four years to pay.
THE first debt renegotiation program, launched in 2023, benefited around 15 million people, with the settlement of more than R$53 billion in debt. But the result was below expectations, according to an evaluation report carried out by the Ministry of Planning and Budget itself during Simone Tebet’s administration.
The diagnosis was that the program could have benefited a larger audience, given the existing contingent of low-income people with negative debts and the size of the regulatory apparatus that was implemented, in addition to the resources allocated to the measure. In an election year, the government does not want to repeat the problems of the previous program.
A provisional measure is being prepared to allow the implementation of the renegotiation rules and the contribution of resources to the FGO (Operations Guarantee Fund) immediately. A person who participated in the meeting reported that the contribution should be between R$8 billion and R$9 billion with resources from money forgotten in bank accounts.
Then, if necessary, the government can make additional capitalization.
An assistant to the president said that there will be strong communication of the new program by public and private banks. In the case of Bank of Brazil and from Caixa Econômica Federalthe communication strategy will be carried out in partnership with Secom (Communication Secretariat) of the Presidency of the Republic.
