Leroy Fearon | Help for Fort Charlotte: Saving a national treasure before it is too late | Commentary

Last week, I drove through Lucea, Hanover, and made my way to Fort Charlotte, one of Jamaica’s designated National Heritage Sites.

What should have been a moment of appreciation for one of our country’s most significant historical landmarks instead became a moment of disappointment and concern.

The site, though bearing the scars of the recent hurricane, appeared neglected and in desperate need of attention. Fallen vegetation, deteriorating infrastructure, and an overall sense of abandonment painted a troubling picture. While I fully appreciate that natural disasters stretch national resources and force governments to prioritise urgent humanitarian needs, I could not help but wonder: How long can we afford to neglect the very places that tell the story of who we are?

    Fort Charlotte deserves better.

Constructed during the late eighteenth century, Fort Charlotte served as one of the island’s key defensive installations, protecting Jamaica’s northwestern coastline during a period when colonial powers fiercely contested control of the Caribbean. Standing high above Lucea Harbour, the fort is more than a collection of old cannons and weathered stone walls. It is a living classroom, a monument to our colonial history, military heritage, maritime significance, and the complex journey that shaped modern Jamaica.

Our heritage sites are not simply relics of the past. They are bridges connecting generations. Every brick at Fort Charlotte tells a story of conflict, resilience, commerce, governance, and nation-building. Every view from its walls reminds us why Jamaica occupied such a strategic position in Caribbean history. Every preserved artefact provides an opportunity for present and future generations to better understand where we have come from.

    FAR BEYOND HISTORICAL SENTIMENT

Yet history cannot educate if it is allowed to crumble. The importance of preserving Fort Charlotte extends far beyond historical sentiment.

First, it presents tremendous educational value. Thousands of students across Jamaica study History, Social Studies, Caribbean Studies, and Civics every year. Imagine the impact of allowing learners to move beyond textbooks and actually stand where history unfolded. Walking through the fort, examining its architecture, understanding its strategic location, and engaging with guided historical interpretation creates learning experiences that no classroom alone can replicate. Experiential learning leaves lasting impressions. Schools should see Fort Charlotte as an outdoor classroom where history comes alive.

Secondly, Fort Charlotte possesses significant tourism potential. The global heritage tourism market continues to grow as travellers increasingly seek authentic cultural experiences rather than traditional sun-and-sea vacations. Jamaica has long marketed its beaches, music, cuisine, and hospitality. However, our historical assets remain comparatively underutilised.

With thoughtful restoration, proper interpretation, regular maintenance, improved signage, trained guides, and strategic marketing, Fort Charlotte could become a must-visit destination for both local and international visitors.

The fort also offers immense opportunities for eco-tourism. Its elevated position overlooking Lucea Harbour provides breathtaking scenery. Combined with walking trails, bird watching, historical interpretation, and environmental conservation, the site could attract visitors interested in both natural and cultural heritage. Heritage and ecology need not exist separately; together they create richer tourism experiences and diversify Jamaica’s tourism product.

More visitors mean more economic activity. Restaurants, craft vendors, transportation providers, tour operators, accommodation providers, photographers, historians, and local entrepreneurs all stand to benefit from a revitalised heritage attraction. Properly managed, Fort Charlotte could contribute meaningfully to the local economy while preserving an irreplaceable national asset.

This is not merely an expense. It is an investment. It is an investment in education. An investment in tourism. An investment in community development. An investment in national identity.

    COORDINATED ACTION

The responsibility for preserving Fort Charlotte should not rest on one agency alone. It calls for coordinated action involving the Jamaica National Heritage Trust, the Ministry of Culture, Gender, Entertainment and Sport, the Tourism Enhancement Fund, the Jamaica Tourist Board, the National Environment and Planning Agency, the Hanover Municipal Corporation, educational institutions, community organisations, and the private sector.

Public-private partnerships have transformed heritage sites across the world. There is no reason Jamaica cannot do the same. Restoration must be accompanied by sustainable management. Maintenance schedules, heritage education programmes, volunteer initiatives, community partnerships, digital storytelling, and cultural events could ensure that Fort Charlotte remains vibrant rather than becoming another forgotten monument.

As a nation, we often speak passionately about preserving our culture. Preserving our heritage requires more than speeches. It requires action. It requires funding. It requires collaboration. It requires vision. The hurricane may have damaged Fort Charlotte, but neglect would inflict far greater harm.

Future generations deserve to inherit more than stories about what once stood on that hill overlooking Lucea Harbour. They deserve the opportunity to experience it for themselves.

Fort Charlotte has defended Jamaica’s shores for centuries.

Now it is Jamaica’s turn to defend Fort Charlotte.

If we truly value our history, then the time to act is now. Because once heritage is lost, no amount of regret can rebuild it.
