Keiko Fujimori says that she will resort to emergency decrees to face the El Niño emergency

In one of her first public activities as president of the elected Republic, Keiko Fujimorivisited – together with the mayor of Lima, Renzo Reggiardo-the banks of the Rímac River, in order to supervise the cleaning and clearing work in the face of the El Niño phenomenon (FEN). The leader of Fuerza Popular announced that she will resort to emergency decrees, once she assumes power, to confront the climate emergency.

At a press conference, Fujimori Higuchi confirmed that he will request legislative powers from the new bicameral Congress to confront the FEN and also citizen security and economic reactivation. as El Comercio reported a few days ago. However, he specified that the approval of this request will take time because it must first go through the Chamber of Deputies and then the Senate.

“The issuance of emergency decrees is being evaluated so as not to wait for these very necessary and urgent measures to be approved,” he said.

He also criticized that the river channel cleaning and prevention works in the north of the country are behind schedule.

“We want the things that are working well, as we see in the capital, to be able to replicate them in other regions. This El Niño phenomenon, according to scientific reports, will be very strong, mentions the word ‘catastrophic’. For this reason, we are worrying, we have to take all measures. We will convene the executing units so that citizens can support us in 1,900 risk points in the country,” he expressed.

Fujimori Higuchi said that once he is installed in power, he will make “all necessary trips” to the north and other areas of the country. “We are already preparing several (emergency) decrees,” he added.

At another time, the elected head of state indicated that her transfer team is carrying out an inventory of “all the machinery that is available” in the regional governments and the ministries of Agrarian Development and Irrigation, Defense and Housing, Construction and Sanitation. He added that “we are going to take measures from day one.”

“In some cases, (these machinery) is not used due to lack of maintenance, lack of fuel or lack of budget for operators. We will have this inventory ready to get to work from the day we start our work on July 28,” he stressed.

He also explained that many sectors could be affected by the effects of El Niño, including agriculture and artisanal fishing. He announced that they will have the necessary support, through the social programs of the Ministry of Development and Social Inclusion (MIDIS).

In addition, he called on the outgoing regional, provincial and municipal authorities to work in unity beyond “political color.” “The important thing is to work together, hand in hand. There are many things that we are going to change, but there are things that do work, like the prevention program of the mayor of Lima, if there is something that works, we have to highlight and replicate it,” he added.

For his part, the mayor of Lima Renzo Reggiardo, stated that as a result of the prevention work carried out by his municipality on the banks of the Rímac, Chillón and Lurín rivers, he plans to ensure that the capital does not have overflows and that citizens who live nearby are not affected.

“We have widened (the river channel) so that if there are severe rains we do not have overflows or risk for the population that lives in the adjacent areas. In that I reaffirm myself, there should be no risks, unless a flood comes to us. (There) we cannot do anything against nature (…) I feel satisfied with the work that has been done, we are willing to collaborate with the central government and move (the machinery) to the north,” he remarked.

Reggiardo indicated that the Lima commune has a warehouse of 3 thousand square meters, where there are survival kits and there is coordination with the 42 district mayors of Lima for their distribution in case of an emergency.

Earlier, Fujimori Higuchi received the President of the Republic, José María Balcázar, at the Fuerza Popular party headquarters in San Isidro. He arrived minutes before 9 am and the appointment lasted half an hour. After that, both offered a brief statement to the press.

The president-elect thanked Balcázar for “the kindness and kindness” of having gone to greet her and highlighted that they exchanged ideas and that the outgoing head of state gave her “several pieces of advice.”

“He has given me the invitation to meet me at the Government Palace next week after the credentials reception ceremony. We have agreed that on Thursday tomorrow, I would be attending to continue this conversation,” he said.

The elected head of state also stated that the transfer teams have already “started doing their work” and “are collecting information from each of the ministries.” “(I want) to thank each of the ministers for their willingness to provide the information,” he said.

In turn, Balcázar maintained that his visit was not only protocol, but also “friendly” and to reiterate his congratulations to Fujimori Higuchi for his election, “as we did on the same day that it was recognized by the National Election Jury.”

The president confirmed that he has invited the leader of Fuerza Popular to the Government Palace to exchange ideas about “good government.”

“The country wants permanent dialogue between all Peruvians and we have talked about various points of view. Also about the investments that have been made and that should be made in the southern part of the country. I wish you the best success in the future for your government in favor of all Peruvians without exclusion,” he concluded.

The elected President of the Republic, Keiko Fujimori, maintained that, on her side, “there will be every intention to be able to resume (bilateral) relations between Peru and Mexico.”

This, after the Mexican president, Claudia Sheinbaum, indicated that she had not communicated with the leader of Fuerza Popular, after the National Election Jury (JNE) proclaimed her victory at the polls. And, in addition, he recalled that it was Peru that broke diplomatic relations with Mexico.

“I have not had communication (with Keiko Fujimori). We are going to wait. Remember that they broke off relations with us,” he expressed.

Fujimori Higuchi, on the other hand, confirmed his confidence in the economist Marco Vinelli, coordinator of the transfer by Fuerza Popular.

“With reference to Vinelli, he has been an official and as such is exposed to having a complaint, he has clarified these investigation processes. Here, I confirmed my trust in him, because he is a competent professional who enjoys integrity and who knows the Agriculture sector on the field,” he stated.

As reported by the “La Contra” portal, Vinelli faces a civil lawsuit for alleged irregularities in Agro Rural, an entity he directed, and which resulted in economic damage of S/244 thousand for the State.

In addition, the “Contracorriente” program revealed that the economist is being investigated by the Public Ministry for the alleged crime of against the public administration.
