SAN MARINO – The deadlines for submitting the Income and Asset Declaration (DRP) in the experimental phase of the Economic Condition Indicator for Equity (ICEE) have been clarified. The State Congress has approved the interpretative direction of article 18, paragraph 2, of Law no. 4 February 2026. 16, with the aim of standardizing the application of the regulations by the competent Offices and Services.
For services relating to the Right to Education, the Supplementary Family Allowance, the minimum monthly family income and the social tariffs for domestic users, the obligation to present the DRP is considered fulfilled if the declaration is presented by the effective date of the start of the provision of the requested service. The provision was introduced to prevent the new requirement from causing interruptions or suspensions of benefits.
The same rule does not apply to registration on the job placement lists, for which no financial payment is envisaged and therefore no deadline linked to the start of the service can be identified.
The experimental phase of the ICEE began on 1 October 2026 and will last twelve months. During the test period, the DRP is mandatory for requests relating to the Right to Education, the Supplementary Family Allowance, registration on the job placement lists, the minimum monthly family income and social tariffs for domestic users.
The declaration can be completed through the “ICEE – DRP compilation and ICEE calculation” service available on the GOV portal, by requesting a new service, then following the procedures established for each service.
During the trial, the criteria for accessing benefits and the amounts of benefits do not change. The value of the ICEE, in fact, will not be used at this stage to determine either access or the amount of benefits, which will continue to be recognized on the basis of the rules currently in force.
The experimentation has a cognitive purpose and will allow the Administration to collect, through the DRPs, data on the economic conditions of families. The information will be used to analyze the distribution of economic conditions and evaluate the application of the new indicator.
The data collected in the twelve months of testing will therefore be able to contribute to the subsequent definition of the criteria and thresholds to be used when fully operational for access to services and the related facilitation systems.
The ICEE Observatory, which brings together all the political and social forces of the country, will meet again on 13 October to start the analysis of the experimental phase.
