SAN MARINO – A council-initiated confirmatory referendum on the ratification of the Association Agreement with the European Union. This is the proposal presented by Domani-Motus Liberi and illustrated yesterday at the press conference by Lorenzo Forcellini Reffi, Fabio Righi, Mirko Dolcini, Gaetano Troina And Carlotta Andruccioli. The movement requests that the bill be discussed together with the ratification procedure and announces the request for examination under an urgent procedure.
The president Lorenzo Forcellini Reffi he reiterated the need to involve citizens: “The population must be involved”. For the movement, information on the effects of the Agreement cannot be postponed and must allow the people of San Marino to understand the consequences of the agreement on daily life, on the economy and on the functioning of the State.
Fabio Righi he recalled the role of representative democracy, arguing that it “must be accountable to citizens”. To activate the referendum proposal, 31 council votes will be needed. Righi also raised doubts about the path followed so far and the ways in which some choices relating to the Agreement have been addressed.
Mirko Dolcini illustrated the three articles of the bill, which intervenes on the enforceability of the agreement, on the terms of entry into force and on the confirmatory referendum. He also referred to organizational costs, citing around 40 new hires and an estimated expense of 1.5 million euros, which according to the movement could rise further.
Gaetano Troina he explained that the project was deposited last Friday and that it will be asked to discuss it at the same time as ratification. The councilor also reported the requests received from citizens for the decision to be subjected to popular consultation.
In the end, Carlotta Andruccioli highlighted the questions still open on the transposition of European regulations, citing the necessary adaptations and the preparation of the offices. Recalling the recent debate in the Council Commission, he argued that “they don’t have the pulse of the situation”. He also cited a poll by Repubblica Futura according to which 60% of respondents would not be against the Agreement provided it is subjected to a referendum.
