SAN MARINO – Depaving and de-sealing of soils were at the center of the public meeting “Depaving and de-sealing works of soils”, promoted by the Secretariat of State for the Territory and the Environment on Monday 5 October at the Sala Montelupo in Domagnano.
The Secretary of State opened the proceedings Matteo Ciacciwhich illustrated the Delegated Decree of 31 July 2026 n. 111, provided for by the Law on Strategic Territorial Planning and aimed at introducing rules and incentives for the depaving of public and private areas.
“Depaving is not a slogan, it is already a reality,” he declared Matteo Ciaccirecalling the intervention carried out in the square adjacent to the Menicucci space and announcing the next intervention in Laiala. “Fewer impervious surfaces means less flooding, less heat in summer and more urban quality.”
During the meeting, Italian experiences were also presented. Francesca Coppolaof the Department of Urban Planning, Urban Green, Smart City and 15-minute City of the Municipality of Genoa, illustrated the role of depaving in the Municipal Urban Plan, while Stefano Bazzocchiof the Municipality of Forlì, explored the relationship between depaving, urban planning and European climate adaptation objectives.
The comparison highlighted how depaving, a practice born in Portland in 2008 and subsequently widespread in various European cities, can promote soil permeability, reduce the risk of flooding, support biodiversity and contribute to the reduction of urban heat.
