CSdL: “Parental and maternity leave, the benefits of the recent reform are evident”

SAN MARINO – The reform of interventions to support the family, maternity and birth rate introduces new minimum thresholds for allowances linked to pregnancy and parental leave, with economic benefits especially for part-time workers and those receiving low wages. According to the CSdL, based on data relating to 2025, approximately 90% of parents who will benefit from the benefits will be able to obtain higher amounts compared to the previous legislation.

The new provisions concern four types of allowances. For early maternity leave, provided for when the doctor orders abstention from work during the first six months of pregnancy for risky tasks, 100% of the salary is guaranteed, with a minimum calculated on the average contractual salary of an industrial worker. In 2026 the reference is 2,249.21 euros gross per month, equal to 2,073.77 euros net of contributions, excluding FONDISS.

In 2025, according to data reported by the CSdL, there were 16 female workers who took advantage of this benefit on average every month. None received more than 2,000 euros: two received less than 500 euros and four received an amount between 500 and 1,000 euros.

For pregnancy and postpartum leave, which lasts five months, the allowance remains equal to 100% of the salary, with a minimum threshold corresponding to 80% of the average contractual salary of an industrial worker. The expected value for 2026 is 1,799.29 euros gross per month, equal to 1,658.95 euros net of contributions, excluding FONDISS. In 2025, on average 61 female workers and one employee benefited from it every month: only 13 received more than 2,000 euros, while six received less than 500 euros and eight between 500 and 1,000 euros.

The most significant changes concern parental leave until the child’s first birthday. The allowance, previously set at 40% of salary, rises to 80% for the first three months, with a minimum of 1,500 euros per month. For the following months it remains at 40%, but with a minimum threshold of 1,000 euros.

In 2025, this benefit was received on average every month by 71 employed parents, including two fathers. Only one received more than 1,500 euros, while 17 received less than 500 euros and 52 received amounts between 500 and 1,000 euros.

For parental leave that can be used beyond the first year and up to 18 months of the child’s life, the allowance remains equal to 20% of the salary, provided that the child does not attend nursery school. However, the reform introduces a minimum amount of 500 euros per month. In 2025, on average 16 dependent parents benefited from it every month, including a father, without anyone exceeding 500 euros. Parental leave is increased in the case of twin births.

The data cited by the CSdL were provided by the ISS and concern the private sector and self-employed women. For the latter, according to the union, based on the average values, approximately half will be able to benefit from increases relating to pregnancy and postpartum benefits.

The San Marino Labor Confederation underlines that the reform may not be sufficient, on its own, to determine an increase in births, but it represents an economic recognition for those who choose to have children.
