SAN MARINO – The 53rd Consulta of San Marino Citizens residing abroad, which took place from 2 to 4 October 2026, ended at the Titano Theater. The final resolution brings together seven resolutions on healthcare, the new headquarters of the Consulta and the Emigrant Museum, reforms, amateur radio, cultural stays, citizenship and relations with political forces.
On the health front, the Consulta requests that San Marino citizens residing outside Europe be able to benefit, during temporary stays in the Republic, from the same protections provided for resident citizens. With the Association Agreement, from 2027 San Marino will enter the European health network through an interoperability and compensation system, but automatic coverage will not concern San Marino residents in non-EU countries.
For the new headquarters of the Council and the Emigrant Museum in via Paolo III, the Secretary of State for the Territory Matteo Ciacci illustrated the project, with the aim of hosting the 2027 Consultation in the new structure. The Consultation requests compliance with the scheduled times, adequate conservation of the Museum’s historical archive and the creation of the new web portal, in collaboration with the University. The systematic inclusion of the Emigrant Museum in the tourist and cultural promotion circuits of the Republic is also requested.
The Council then asks to modify the terms established by the Community reform law n. 29 of 25 February 2026, postponing the presentation of the new Statute to the Council of XII to 28 June 2028.
Another request concerns San Marino radio amateurs residing abroad, for whom the legislation relating to the issuing of the license and personal name is requested to be made equal to that applied to resident citizens. The Council requests an intervention from the Secretariat of State for Industry with responsibility for Telecommunications so that the license requests already submitted are accepted.
For Cultural Stays aimed at the Italian ring, a modification of the program is proposed, in particular for Italian lessons, together with greater awareness of young people by the Communities to encourage their participation.
In confrontation with the Council Commission for Institutional Reforms, the presidents Nicola Renzi And Filippo Tamagnini they illustrated the work on the issues of citizenship and electoral law, underlining that the debate will require adequate time. The Council also asked to be heard during the hearings and committed to defining its own representation.
On the relationship with political forces, Nicola Renzi highlighted the fewer opportunities for direct contact between opposition parties and communities abroad, proposing a regulation to encourage relations. The Consulta reiterated the need to protect the communities from party influences and proposed a impartial online information bulletin board.
Finally, the Council took note of the discussion on citizenship rights with the Secretary of State for Internal Affairs Andrea Belluzziwho reported on the ongoing debate in the Great and General Council to arrive at a uniform text on the matter and overcome the regulatory stratifications and the need for subsequent amnesties.
