The parliamentary group of concord has asked the Government information on the effective application of the requirement to accredit the level A1 in Catalan to obtain the first renewal of certain residence permits, a requirement provided for in the Qualified immigration law from the April 26, 2026.
The general counsellor Maria Ángeles Aché wants to know how many people have so far applied for a first renewal subject to this requirement, how many did not have the corresponding accreditation at the time of submitting the application and what has been the result of these files.
The initiative comes after the minister of culture explained publicly, as collected concordthat so far no renewal of a residence and work permit has been refused for not having certified the level A1. Faced with this situation, the training considers that it is necessary to clarify how the regulations are being applied.
Concordia defends that the progressive knowledge of Catalan is part of the linguistic integration model established both by the Qualified immigration law as per the Law of the proper and official language, and maintains that the requirement cannot remain only on paper.
The training also points out that the linguistic requirement must be accompanied by the necessary resources so that learning is accessible to the people affected. According to the parliamentary group, Catalan is an essential element for the integration of newly arrived people and for the preservation of the country’s own language.
Legislation approved in recent years already links certain renewals of immigration authorizations to the monitoring or accreditation of training in Catalan, while providing for exceptions when there are justified reasons.
