Caribbean public procurement professionals have another opportunity to pursue advanced training overseas, with the Caribbean Development Bank (CDB) offering two fully funded scholarships for the 2026/2027 academic year.
The scholarship programme is entering its fifth consecutive year, with professionals from CDB’s 19 Borrowing Member Countries invited to apply for the International Master in Public Procurement Management (IMPPM) at the University of Rome Tor Vergata in Italy.
This means Dominicans are eligible to apply, provided they meet the programme’s other requirements, as per a CDB press release.
CDB said the initiative forms part of its wider effort to strengthen public financial management across the Caribbean by developing procurement expertise, professionalising the field and encouraging the use of internationally recognised standards and practices.
Naomi Akoy-Bouguenon, Acting Division Chief of CDB’s Procurement Policy Division, said strong procurement systems are essential for achieving sustainable development and ensuring that public resources are used effectively.
She said the scholarship programme gives procurement practitioners an opportunity to develop the skills needed to modernise systems, strengthen transparency and accountability, and promote sustainable and inclusive procurement practices.
The IMPPM is a leading postgraduate programme in public procurement, covering areas such as procurement strategy, legal frameworks, supply chain management, ethics, sustainability and inclusion, including gender equality.
Since the CDB scholarship programme began, it has helped build a growing network of procurement professionals across the region who are using their training to improve procurement systems and strengthen governance and development outcomes.
Applicants must be citizens or residents of CDB Borrowing Member Countries, including Dominica, hold a relevant master’s degree as a minimum qualification and have professional experience in procurement. Candidates must also demonstrate a commitment to improving procurement practices in their countries.
The application deadline is October 3, 2026. Interested Dominicans who meet the eligibility requirements can apply for one of the two fully funded places for the 2026/2027 academic year.
