The norm, signed by the President of the Republic, José María Balcázar Zeladaand endorsed by the president of the Council of Ministers, Luis Enrique Arroyo Sánchezmakes official the appointment of the official in the country’s main intelligence agency.
According to the resolution, the designation is made in compliance with the provisions of the Legislative Decree No. 1141which regulates the strengthening and modernization of the National Intelligence System (SINA) and the DINI, which provides that the executive director is appointed by the head of State through supreme resolution.
Likewise, it is specified that the appointment is framed in the Organic Law of the Executive Branch and in the regulations that regulate the appointment of public officials, as well as in the Law No. 31419which establishes criteria to guarantee suitability for access to positions of trust.
The resolution does not detail further considerations regarding the profile of the designated official, but indicates that the measure responds to the need to fill the position of executive director of the DINI, a key instance in the management of the country’s intelligence system.
