    He requested that this be done because of a series of tragedies that have befallen our country.

    “Recently, a girl died in Bar, then a boy in Cetinje, then a three-year-old child lost his life in Kotor. Budva declared a day of mourning for the death of two children. There were tragic events on Lake Skadar – one person died, another is being searched for. I want us to draw attention to the fact that human life has the greatest value and to observe a minute of silence,” he emphasized.

    Boris Mugoša (SD) drew attention to, as he pointed out, an inadmissible event from yesterday’s session of the Committee for Economy, Finance and Budget.

    “I don’t think this has happened until now – when the proponents from the Government, the Minister of Culture and the State Secretary from the Ministry of Energy and Mining, explained the proposed acts, there were only me and the secretary of the committee in the hall. There was no one from the majority, with the justified absence of a couple of members. We sent an incorrect picture, which contributes to the perception of how this Parliament works,” he said.

    The Democratic Party of Socialists proposed that amendments to the Law on State Awards be included on the agenda.

    “Our proposal is to add two new members. According to one – the state award cannot be awarded to an individual or group that treats Montenegro or its state, national and cultural identity unworthy. According to the second – a citizen of Montenegro who receives the Oktoih award is entitled to a lifetime monthly allowance in the amount of half of the average net salary”, said Zoja Bojanić-Lalović (DPS).

    That proposal, however, did not receive support – there were 19 deputies in favor, one against, and 36 of them abstained.

    Milan Knežević (DNP) proposed changes to the Law on Amnesty.

    “I am doing what I am proposing now for the sake of future prisoners – perhaps from this parliament, so that they do not end up in the situation I was in in 2018. This amnesty does not cover persons who have committed serious murders, organized criminal groups, and those who have committed financial embezzlement. Since our prisons are overcrowded, we would do the humane thing if we voted for this,” he emphasized.

    His proposal, however, did not receive the support of the majority either – one vote was missing.

    “Okay, okay, you’ll go to jail,” Knežević threw in.

    On the other hand, it is supported that the amendments to the laws on road traffic, on excise duties, on the control of state aid, and on the safety of railways, proposed by the members of the European Parliament, are on the agenda.
