    Gifts worth 4,595 euros were presented to the state leadership in 2025: a crystal and silk scarf to Milatović, cups to Spajić, saber to Mandić and a commemorative medal of the Macedonian court


    The President of the State Jakov Milatović, the Assembly Andrija Mandić and the Government Milojko Spajić received protocol gifts worth a total of 4,595 euros last year, according to the gift catalogs published by the Agency for the Prevention of Corruption (ASK). Portal TVE.

    Milatović – 31, received the most gifts, the total value of which is 3,270 euros, and they were presented to him by foreign officials, international partners, religious leaders and domestic institutions.

    Among the most valuable gifts, those presented by heads of state stand out. The President of the Czech Republic, Petr Pavel, presented Milatović with three sets of six crystal glasses each, mostly for wine, with a total value of 600 euros, as well as a crystal decanter worth 150 euros. This is also the most expensive individual gift to the President of Montenegro in 2025.

    A similar but more modest set of crystal glasses and decanters, worth 200 euros, was presented by the President of Poland, Andrzej Duda.

    The President of Albania, Bajram Begaj, presented Milatović with an artistic painting and a framed miniature of Jubleta Jubleta worth 180 euros, and King Abdullah II of Jordan gave hand-made stone sculptures of Al Huseinia Palace worth 160 euros.

    The President of Croatia, Zoran Milanović, presented Milatović with a silk scarf and tie worth 170 euros, while the President of Slovakia, Peter Pelegrini, presented a set of glass glasses with a decanter. The President of Bulgaria, Rumen Radev, decided on a stone relief with folklore motifs worth 100 euros.

    The President of Italy, Sergio Mattarella, presented the President of Montenegro with a framed graphic of the Monte Cavallo square, while Ecumenical Patriarch Bartholomew presented a framed graphic of the Byzantine church. A gift from Thailand’s ambassador, Prom Phaholpolphajuhasen – a Phra Ram sculpture, as well as a porcelain jar handed over by Chinese ambassador Chen Xiufeng – also arrived from Asia.

    Metropolitan Joanikije of Montenegro and the Littoral gave Milatović a silver plate with early Christian motifs, while Bishop Mladen Vukšić of Kotor presented him with the book “History of the Church I”.

    Institutional gifts include publications presented by Matica Montenegrin, as well as a monograph from Qatar about the National Museum. The publishing house CID contributed with a gift of the monograph “Magical Montenegro in the eyes of foreigners”, while the representatives of the Army of Montenegro, led by former Chief of General Staff Zoran Lazarević, donated wooden miniatures of members of the Guards Company.

    Prime Minister Milojko Spajić reported only two gifts worth 100 euros. He received porcelain cups from the Federal Chancellor of Austria, Christian Stocker, and a traditional embroidered tablecloth from the Chairwoman of the Committee on Foreign Affairs of the House of Representatives of the Philippines, Maria Rachel Arenas.

    Gifts worth 1,225 euros to the President of the Assembly

    During 2025, the first man of the Assembly, Andrija Mandić, received a number of protocol gifts from international and regional officials, as well as diplomatic representatives, with a total value of 1,225 euros.

    The most valuable gift was presented to him by the judge of the Constitutional Court of North Macedonia, Dobrila Kacarska, and it is a commemorative medal of this institution, valued at 300 euros. A prominent place is also occupied by a gift from Greece – President Konstantinos Tasoulas presented Mandić with an oak wreath – Exhibition “Heroneja”, August 2. 338 BC: The Day That Changed the World”, worth 250 euros.

    Among the more valuable gifts, that of the Speaker of the Parliament of Finland, Jussi Hala-Aho, stands out, which is the Aalato bowl of the Iittala brand from the Alvar Aalato collection for 160 euros.

    The Speaker of the Parliament of Saudi Arabia, Abdullah Al ash-Sheikh, presented his Montenegrin colleague with a model of the Parliament building and a saber with a total value of 135 euros.

    The president of Moldova, Maja Sandu, presented Mandić with a monograph dedicated to that country, while the representative of the Italian Senate, Stefanija Kraksi, presented a poster of the Italian parliament building.

    The former ambassador of Indonesia, Mohamad Chandra Viđa Juda, during his farewell visit, presented Mandić with a framed state coat of arms, and his successor Andrean Ervin with a pair of Wayang Golek traditional dolls.

    President of the National Assembly of Bosnia and Herzegovina entity Republika Srpska Nenad Stevandić presented Mandić with a medal with the coat of arms of the RS.

    Rules and penalties

    Every government body is obliged to report received special and formal gifts to the Agency for the Prevention of Corruption by March 31 of the current year for the previous year. A special gift is a gift worth up to 50 euros.

    “A protocol gift is a gift from a representative of another country or an international organization that is given during a visit, guest appearance or on other occasions,” KAS explained.

    If a public official receives several special gifts from the same donor during one year, their total value must not exceed 50 euros. If during that time he receives special gifts from several donors, their value must not exceed the amount of 100 euros.

    Protocol gifts, regardless of their value, become the property of the state or municipality.

    “If it is determined that the gift is worth more than 50 euros, the gift is handed over to the authority in which the public official performs the function and becomes state property, i.e. the property of the municipality. Received gifts and their value are entered in the gift records kept by the authority in which the public functionary performs the function”, added the ASK.

    ASK emphasizes that a public official who is offered a gift that he is not allowed to accept, is obliged to reject the offer, that is, to inform the giver that he cannot accept the gift.

    Fines from EUR 1,000 to EUR 20,000 are provided for legal entities, ie. authorities, as well as fines from EUR 500 to EUR 2,000 for public officials.
