    Congratulatory text:

His Excellency Dr. Fatih Boutbek, Speaker of the Pan-African Parliament
    Midrand, South Africa

It pleases me to express to you, on my own behalf and on behalf of the Sahrawi National Council, my warmest congratulations and sincere congratulations on the occasion of your well-deserved victory and your election as President of the Pan-African Parliament today in Midrand, South Africa, at the headquarters of the Pan-African Parliament.

Your election today as President of the African Parliament carries great political connotations and hopes for the implementation of your ambitious program that would restore luster to the institution of the African Parliament as the voice of the African peoples.

I assure you, His Excellency the President and dear brother, that your victory in this high African position is a message of gratitude and an imprint of confidence in your person and your contributions to parliamentary, political and continental work, but at the same time it is an African recognition of Algeria’s leadership in African forums, the new Algeria led by His Excellency President Abdelmadjid Tebboune.

His Excellency the President of the African Parliament

Your professional path in the Algerian Parliament, in the National Assembly, and in the Algerian political arena in general, your distinguished continental presence in the African Parliament, and your tireless efforts in defense of just continental issues, especially the Western Sahara issue, are all medals on your chest on this day of your election and the election of Algeria to lead one of the most important institutions of the African Union.

We will spare no effort in the National Council of the Sahrawi Republic in order to provide all assistance and support to the African Parliament under your wise leadership, directly or through the Sahrawi group in the African Parliament.

We will always look forward to you being our voice in African and international forums in defense of the immortal principles of the first of November and in realizing the rights of our people who are still struggling to complete their freedom and independence throughout the entire Sahrawi Republic.

In conclusion, accept, His Excellency the President of the African Parliament, my warmest congratulations and blessings on your election as President of the African Parliament, and we wish you more brilliance and success in your continental mandate.

    Al-Bashir Mustafa Al-Sayed
President of the Sahrawi National Council.
Bir Lahlou, Thursday, April 30, 2026.
