    Ruggell local council: property deal, park regulations and forestry dispute


    The Ruggell local council made several important decisions at its meeting on April 22, 2026 – including a strategic property purchase in the village center, the introduction of parking space management and a new playground.

    The community buys the former Café Öhri

    The most important transaction of the evening was a triangular property exchange, which is likely to shape the development of the Ruggel village center for the next few decades. The municipality acquires the parcel at Dorfstrasse 29 – the property with the former Café Öhri – from Karl-Heinz Öhri for a price of 2.99 million francs. The 1,685 square meter property is centrally located in the village center and offers the community the opportunity to actively shape the development of the center.

    The purchase is financed through the simultaneous sale of two municipal parcels in the north work zone to Büchel Holding AG: parcel no. 3438 (988 m²) for 1.21 million and parcel no. 3440 (2,257 m²) for 2.32 million francs. The bottom line is that the municipality is left with 540,000 francs – funds that will be used to upgrade the acquired building for the next ten to fifteen years. All three purchase agreements were unanimously approved and put up for a referendum vote.

    Parking space management comes

    Ruggell introduces parking regulations with three zones. The trigger is the increasing use of third-party parking by commuters who park for free in municipal areas. The regulations do not provide for general fees, but there is a requirement for parking discs with a maximum parking time of three hours in the center and residential areas. For special cases – such as special systems – the local council determines the conditions individually.

    Existing long-term rental agreements for parking spaces with companies will be canceled; In the future, daily, monthly and annual tickets will be available for a fee. Camping in public parking spaces should also be regulated: mobile homes will have designated parking spaces at the clubhouse. The loan for the implementation amounts to 50,000 francs.

    The old playground near the clubhouse had to be closed due to age. As a replacement, the local council approved a commitment loan of 330,000 francs for a new building east and west of the skate park. The planning was carried out with the involvement of the Youth Commission and the Liechtenstein Association of Disabled People to ensure optimal inclusion. The facility is complemented by a work-out area with bars and rings for young people and adults. The award goes to the Carve Anstalt from Nendeln.

    Forest dispute goes to the government

    Finally, community leader Christian Öhri informed about a supervisory complaint that two former authorized users submitted to the government in March 2026. The background is the unanimous local council resolution of September 2024, with which the regulations for forest use rights in the Brüchliswald and the Gantensteinwald were repealed as unconstitutional and illegal.

    The municipality had a legal opinion drawn up and submitted all documents to the government. Since the appeal could lead to the state court, the local council is setting aside 60,000 francs for external legal costs as a precautionary measure.
