The Maritime Authority of Panama (AMP) revealed on the morning of this Saturday, April 25, that it ordered the administrative termination of the concession granted to the company Panama Oil Terminal, SA (POTSA)after determining non-compliance with contractual obligations and current port regulations.
The measure was adopted through Resolution ADM No. 037 of April 7, 2026. However, the entity specified that the decision was notified in accordance with due process, and the concessionaire company exercised its right to file an appeal for reconsideration.
The AMP’s decision comes after the explosion that occurred on the afternoon of April 6 under the Bridge of the Americas, in the area concessioned to POTSA.
This explosion left one dead and four injured, including two members of the Panama Fire Department.
For its part, the Panama Fire Department A scientific investigation is ongoing to determine the causes of the explosion and fire of three tank cars this Monday, April 6, in the La Boca sector, under the Bridge of the Americas.
In accordance with the provisions of Law No. 38 of 2000, which regulates the general administrative procedure, the presentation of this appeal suspends the effects of the contested administrative act until it is resolved and becomes final.
In this sense, the AMP explained that, while the appeal remains pending, the company will be able to continue developing the authorized activities, as long as it strictly complies with the applicable legislation, especially in terms of safety in the handling of hydrocarbons, as well as with environmental, health and customs regulations.
Likewise, the entity clarified that it does not have legal jurisdiction to restrict access to the concessioned area while the administrative resources remain ongoing.
