father-in-law
Minister of Labour, Employment and Social Security, Mohamed Hattab
– Unemployment grant beneficiaries have new opportunities for training and professional integration
Minister of Labour, Employment and Social Security, Mohamed Hattab, confirmed that the major economic projects launched by Algeria, such as the Ghar Djebilat mine, the Baladna project, seawater desalination plants, and the zinc and lead mine in the Amizur Valley in the state of Bejaia, would provide thousands of direct and indirect job positions and contribute to absorbing unemployment, revealing in the same context that the National Employment Agency has provided 37 electronic services within the framework of digitizing its activity and improving mediation mechanisms between job offers and employment applications.
In his response to the concern of Member of the National Assembly, Kamal Khalifati, regarding the performance of employment agencies, the Minister explained that the National Employment Agency and the private bodies approved for appointments undertake, in accordance with the provisions of Law No. 04-19 of December 25, 2004, relating to the appointment of workers and monitoring employment, the tasks of mediation in the employment market as the public facility for appointments.
In this context, Hattab pointed out that the agency has benefited from a broad program for modernization and qualification of human resources aimed at improving public service by adding transparency and accelerating the processing and fulfillment of job offers, through the intermediary information system.
Regarding the digitization of the employment file, the Minister revealed that the National Employment Agency, through its local bodies, has begun to digitize management tools and mechanisms, with the aim of improving the quality of public service and enhancing transparency in processing job offers, in a way that guarantees the principle of equal opportunities for all job seekers in running for job positions in the economic sector, explaining that this includes 37 electronic services, programs, databases and an accurate information system that guarantees transparency in the mediation process.
One of the most important digitization processes, according to the same official, is the creation of the “Online Mediator” service, which allows registration, extension, and activation of work applications remotely, in addition to continuing to develop digital services to handle all mediation processes in line with the dynamism of the labor market at the national level, through the development of mobile phone applications.
These services include, the Minister added, the “My Offer” service and the Algerian Code of Professions and Jobs, which is a national operational reference that classifies professions and jobs according to the similarity of the contents of the basic activities and competencies shared between those professions and constitutes the tool through which job offers and requests are registered. It also allows for accurately determining the competencies available to job seekers and the extent of their compatibility with job offers. Digital services also include the major accounts service, and the two digital platforms for managing the unemployment grant system and the qualifying training process.
In his evaluation of the results of these digital solutions, Hattab confirmed that they led to improving the quality of service at the level of the public employment facility and reducing the reasons for the movement of employees to it, in addition to strengthening the task of mediation in the labor market, which led to raising the number of positions achieved.
As for accompanying job seekers, the Minister explained that the Public Employment Facility is making every effort, within the powers vested in it, to take care of this category, and these efforts are embodied – according to him – in organizing and running the mediation service to ensure that job offers match job applications, by receiving job seekers, informing them, directing them, and placing them with employing institutions.
The agency is also working, according to the same response, to develop an information system to monitor the situation of the labor market and the workforce, analyze and study employment data, and develop tools and mechanisms that enable monitoring and evaluating the labor market.
In a related context, the Minister of Labor touched on the unemployment grant system, noting the inclusion of additional accompaniment paths directed to its beneficiaries, including guidance towards qualifying training opportunities in coordination with the vocational training and education sector, with the aim of improving their employability and professional integration.
Regarding the provision of new jobs and their relationship to dynamism and economic recovery, Hattab said that the national economy witnessed major structural projects to promote economic development and diversify sources of income, which would create thousands of jobs, most notably the Ghar Ijbilat mine, the Baladna project, and the seawater desalination plants, in addition to the launch of the zinc and lead mine in Oued Amizur in the state of Bejaia, which will provide important direct and indirect job positions, in addition to the recruitment process carried out by the national education sector.
The Minister also stressed that projects to support investment and diversify the economy outside the hydrocarbon sector, as well as the legislative review of the investment law and its regulatory texts, in addition to reconsidering the real estate portfolio in Algeria, urban, touristic and industrial, and encouraging emerging enterprises and financing small and medium enterprises through the self-contractor law would absorb unemployment. These measures also include improving the business climate and simplifying administrative procedures. These efforts reflect – according to the Minister – an orientation and political will towards achieving an actual economic recovery that gradually contributes to the creation of jobs.
