The Yangon City Development Committee (YCDC) has called for tenders for joint ventures to generate electricity and compressed natural gas substitute from waste.
The Urban Environmental Conservation and Cleansing Department of the YCDC collects and disposes of more than 2,500 tonnes of waste daily from 33 townships within YCDC boundaries. Of them, about 1,500 tonnes go to the Htein Bin final deposit site in Hlinethaya Township, and about 1,000 tonnes go to the Dawei Chaung final disposal site in Dagon Myothit (North) Township.
Under its renewable energy programme, YCDC plans to utilize waste-to-energy processes at the two landfill sites: extracting methane gas from waste and generating electricity using generators; extracting methane gas and producing compressed biomethane and Bio-CNG, a 90 per cent purified CNG substitute gas; and building a waste incineration plant and generating electricity through the incineration process.
Domestic companies, foreign companies and domestic-foreign joint ventures interested in the three processes are invited to submit proposals with full specified details to the Urban Environmental Conservation and Cleansing Department by 13 December.
Proposals must include which process the company intends to carry out and the feasibility study period; which final disposal site they want to operate at and the construction period; the joint venture period and operating system (Build-Operate-Transfer, Build-Own-Operate or Public-Private-Partnership); detailed business plans, including investment value, asset-sharing percentage, annual maintenance costs, profit-sharing percentage, operating period and estimated investment payback period; required land area; agreement on daily waste feedstock supply; whether tipping fees are required or not; water use system; rates for using or selling generated energy; plans for selling carbon credits (Certified Emission Reduction) and whether sharing arrangements exist or not; and any other information the company wants to include, along with required documents.
Proposals must be submitted on company letterhead bearing the company logo. Business entities can enquire about the information and figures needed for the business through the department located on the 5th floor of the YCDC 12-storey Building on Merchant Road in Botahtaung Township, Yangon, at 09 5187854, 09 5048931 or 09 680244602. — NN/KK
