SAN MARINO – The signing of the Association Agreement between San Marino and the European Union also represents a new opportunity to address the open issues concerning Italian cross-border workers and their families. This is the position of AFIS (Italian San Marino Cross-border Association), which calls for concrete interventions on taxation, purchasing power and double taxation of pensions of former cross-border workers to be added to the path of European integration.
The association highlights the daily contribution of Italian workers to the San Marino economy, through the skills and activities carried out in companies in the Republic. A contribution which, according to AFIS, should be reflected in policies capable of responding to the needs of workers and their families.
Among the issues considered as priorities are the effects of the new IGR legislation, the protection of purchasing power and the tax treatment of pensions of former cross-border commuters, in particular with regard to double taxation.
The comparison between San Marino and Italy
For AFIS, the Agreement with the EU does not automatically lead to the solution of these problems, but it can encourage a more incisive dialogue between San Marino, Italy and the European institutions.
In this context, the association recalls the meeting of 20 October 2026 between the Secretary of State for Foreign Affairs Luca Beccari and the Italian Deputy Minister of Foreign Affairs and International Cooperation Edmondo Cirielliaccompanied by representatives of the Italian ministries of Foreign Affairs, Economy and Finance and Infrastructure and Transport.
AFIS hopes that the institutional comparison can strengthen collaboration between the two countries and help identify solutions for the still open issues involving Italian cross-border workers and former San Marino employees who are now retired.
The association specifies that the requests made are not aimed at obtaining privileges, but at drawing attention to problems that concretely impact the lives of individuals and families.
AFIS will continue to follow workers’ requests
The organization announces that it will continue the activity of collecting reports, information and discussion with institutional interlocutors on tax issues, rights and protections of cross-border workers.
The objective, AFIS underlines, is to ensure that the issues raised are not set aside and that the commitments are followed by verifiable results. The signing of the Europe Agreement, concludes the association, should also represent an opportunity to improve the conditions of those who contribute daily to the economic development of the Republic.
