When President Keiko Fujimori Higuchi said, at the United Nations Forum, “Peru is key,” what she did was communicate to the world that our country will enter economic reactivation mode.
Our government seeks to ensure that Peru moves to double-digit economic growth. To achieve this, many things are required. The first of them is to generate trust.
Trust in a government that is decisively committed to private investment as a reactivating engine of our growth. We have already felt it since the first days of the government, in which we could see how a healthy and interesting competition is being presented by large transnational companies to show their investments.
The time has come to fearlessly show these investments and their enormous impact on local development. Private investment is synonymous with productive development because it brings with it an ecosystem of small and micro businesses that grow, develop and strengthen around large driving companies, boosting the local economy.
From the Ministry of Production we want to generate ideal conditions for our country to become an attractive destination and thus national and foreign investments grow and multiply.
The first condition that we are working on is to make investing in Peru simple. It is time to release obstacles, adverse conditions, delays and everything that discourages investments. When we talk about the “zero paperwork” policy, we are referring to three things: almost automatic licenses for activities with lower environmental impact, predictability and also a simplification of traditional paperwork.
The State goes from hindering businesses to accompanying them, establishing online companies in 72 hours, with operating licenses and automatically approved health records. The goal is to reduce to 72 the more than 1,688 hours it takes to open a company in our country today.
The second condition is to generate an industrial infrastructure that allows development to be achieved. There must be a marked difference in procedures and incentives for companies to establish themselves in our industrial park system. The benefits that these companies receive must be substantial because we are talking about spaces prepared, designed and enabled to generate industrial development of the highest quality and meeting high environmental standards.
The third condition is that the Executive Branch will maintain a monitoring agenda of the country’s main investments. We will not be on the balcony watching how investors face the complicated implementation process alone. We will be on the field accompanying your process, helping and coordinating with the rest of the sectors and entities at the three levels of government so that they begin operating as soon as possible.
Of the three conditions mentioned, the first two are part of the package of delegation of powers requested from the Congress of the Republic. Regardless of the outcome, we have the projects ready to present.
That said, the Executive Branch, through Produce, has a firm and unwavering commitment to producers, companies, innovation, industry and sustainable economic growth, to say: Peru is key!
