Dodo Pizza, Belissimo Pizza, Evos, Feed Up, KFC and Papa Johns have sent a collective appeal to the responsible authorities, complaining that the peshlavhas in Tashkent city are being removed. One of the businessmen interviewed by Kun.uz says that after the peshlavhas were removed, sales began to decrease, and the number of people entering the restaurant decreased.

Large catering chains in Tashkent protested against the total dismantling of the city’s restaurants and issued a collective appeal.
The appeal signed by Dodo Pizza, Belissimo Pizza, Evos, Feed Up, KFC and Papa Johns was sent to the Legislative Chamber of the Oliy Majlis, the Chamber of Commerce and Industry and the Business Ombudsman.
It is noted that since the beginning of 2026, the removal of the fronts of business entities in the capital is often carried out without prior written warning to entrepreneurs, without giving a period for disputes or voluntary dismantling.
In the given notices, it is not indicated which legal norm is violated, what is the inconsistency, which design requirements are based on it. No time is given for voluntary elimination of deficiencies.
The authors of the petition noted that this practice is contrary to the established order and procedural requirements, and in some cases it affects the registered trademarks and restricts the business identification and intellectual property rights. Therefore, they are asking for a temporary stop of dismantling works, clarification of clear and transparent rules, and an open dialogue with entrepreneurs.
Entrepreneurs mentioned the norms defined in the Laws “On Trademarks” and “On Guarantees of Freedom of Entrepreneurial Activity”. In particular, it was noted that the requirement of the authorities to adapt the trademark to the city design code violates intellectual property rights, and this situation hinders legal business activities.
They are asking to stop dismantling the facades of public catering establishments and to organize a meeting between the business community and the authorities.
“We support the initiatives to make the city of Tashkent look modern and attractive, but we believe that compliance with the legislation of the Republic of Uzbekistan, legal certainty and guarantees of procedural rights of entrepreneurs is of fundamental importance.” – it is said in the appeal.

The problem imposes an additional cost on the business: entrepreneurs are forced to retrain, document or completely remove their resumes. In addition, anonymous stores and pharmacies create problems for consumers – people find it difficult to find the right place, spend too much time.
One of the entrepreneurs who contacted Kun.uz said that the peshlavhas in several of the restaurants he owns were removed without warning.
“We have more than ten branches in Tashkent. I consider it the biggest injustice that they removed the signs with our name on them. In one district, they came to warn us, and in another district they destroyed our branch without warning. They decided to remove it because the design did not meet the code. In some districts, they came and removed it early in the morning without warning, and we could not even protect our rights.
The whole city should follow the same design code. They removed the names of big cafes. This causes great inconvenience and damage to the business: let’s say a new customer comes, how will he know our brand? After the names were removed, sales began to decline, fewer people entered the restaurant.” – he says.
The businessman said that after the removal of the peshlavhas, there is no practical help to restore them.
“If they told us to give direction and change it, we would not say no. They are rejecting our proposals for the design code without any reason.” – he says.
The legal basis of the authority
No. 428 of 2023 of the Cabinet of Ministers to the decision according to this, the surface of the information sheets should not exceed 1 square meter. Otherwise, they will be considered as outdoor advertising and an advertising space passport will be issued and the appropriate fee will be charged.
However, the application of this procedure is not the same on the streets of Tashkent. In some areas, peshlavhas were removed, while in others they were preserved. Especially in Yunusabad and Mirzo Ulugbek districts, nameless shops are more visible, but even here there is no uniform approach.
The press service of the Tashkent city administration informed Kun.uz that the traffic organization center identified 472 km of the busiest roads in the city, and in the first stage, 100 km of the roads are being dismantled. Yunusabad and Mirzo Ulugbek districts were included in this stage.
“If someone’s design is preserved, it is pre-legalized. Later, if the design does not meet the requirements of the code, it is changed in agreement with the entrepreneurs.” – it is said in the explanation of the governorship.
