A delegation of General Councilheaded by the general trustee, Carlos Ensenyathas participated in the days October 1 and 2 in the 12th Ibero-American Parliamentary Forum (FPI)celebrated in Madrid. The General Council participates in this type of meeting within the framework of the Ibero-American Communityof which Andorra has been part since 2005.
The Andorran delegation has also been made up of general councillors Bern Coma, Carine Montaner, Laia Moliné i Núria Segués. This year’s edition has addressed four main themes: the impact of artificial intelligence on parliaments, polarization and populism, gender inequality and the role of parliamentary diplomacy.
During the plenary session at Congress of DeputiesEnsenyat has defended that artificial intelligence cannot replace the figure of the legislator, because technology cannot deliberate, represent citizens or generate political legitimacy. He also emphasized the need to regulate its limits and responsibilities.
Regarding polarization and populism, the trustee has claimed the central role of parliaments within constitutional systems and has defended institutions that are more transparent, close and capable of reaching agreements between different political forces.
In terms of equality, Ensenyat has pointed out that policies must not be limited to guaranteeing equal representation, but must also be accompanied by resources and, when necessary, changes in the structure of institutions.
Parliamentary diplomacy was another highlight of the meeting. Ensenyat has defined it as a complement to government diplomacy and, according to the information provided by the General Council, the delegations have agreed to strengthen it through permanent cooperation structures and better coordination.
The Andorran representation has also actively participated in the four working sessions held in the Spanish Senate. Carine Montaner has intervened in the debate on artificial intelligence; Núria Segués, on polarization, misinformation and populism; Laia Moliné, in the one dedicated to the gender gap, and Berna Coma, in the one on parliamentary diplomacy.
The amendments presented by the Andorran delegation to the conclusions of the sessions have been accepted by the secretariat and by the other participating representations, as reported by the General Council.
