Ilir Topi, the director of the Compulsory Healthcare Insurance Fund (FSKDSH), is removed from office. “Boldnews.al” learns that the decision was taken this Wednesday (September 23, 2026) by the new Minister of Health, Klodiana Spahiu.
Rexhina Bici, who currently holds the position of deputy director of the Operator of Integrated Health Services (OSHISH), is expected to be appointed at the head of the institution.
Rexhina Bici is not at all unknown to the staff of the Health Care Fund. A few years ago, she was a Technical Director in the pharmaceutical company “CFO Pharma”, owned by the entrepreneur Nadir Çausholli.
Mrs. Bici’s name is also found in a problematic report, drawn up at the beginning of 2026 by the experts of the Health Care Fund, after verifications carried out in the activity of the entity “CFO Pharma” and its other “satellite” companies.
In a document, the verification group raised suspicions about a scheme of fictitious invoices, with the purpose of illegal reimbursement on behalf of “CFO Pharma”.
Among the persons suspected of being responsible for violations with various medications, the Working Group also listed Rexhina Bicin.
“In total, for “CFO Pharma Tirana”, for the drug Entresto 50 mg Code LBR 698/92 and Entresto 100 mg, there are 6,900 fictitious quantity tablets after verifications with a value of ALL 1,634,955,” says a passage of the report.
Further, the Working Group writes: “With the fictitious exits that the entity CFO Pharma Tirana” with NIPT K22305002U has made in the e-depo system, the unwarranted plus differences result in a total amount of 1,634,955 lek, based on the Pharmaceutical Distributor contract… and the Administrator, Mr. Frigul Milla, is responsible. as well as technical manager, Mrs. Regina Bici”.
In another part of the control report, approved at the beginning of January 2026, it is stated: In total for “CFO Pharma Tirana”, for the drug Insuline Glargine solution 100 NJ/ml, fictitious amount in the value of 2,182,352, for the drug Insuline Detemir solution 100 Nj.N/ml, fictitious amount after verifications with the value of 2,337,995 ALL, for the drug Vildagliptin+Metformine 50mg + 850mg, fictitious amount in the value of ALL 132,517 and, for the drug Paliperidone 6mg prlg.tab, fictitious amount after verifications in the value of ALL 247,891.
After these findings, the Working Group of the Compulsory Health Care Insurance Fund says that “the Administrator Mrs. Frigul Milla and the Technical Manager Mrs. Rexhina Bici are responsible”.
