Janet Caroo appointed St Lucia’s ambassador to CARICOM and OECS

The University of the West Indies (The UWI) is congratulating Her Excellency Dr Janet Caroo on her appointment as St Lucia’s Ambassador Extraordinary and Plenipotentiary to the Caribbean Community (CARICOM) and the Organisation of Eastern Caribbean States (OECS).

According to a UWI press release, the appointment took effect on September 1, 2026, and also sees Dr Caroo taking on the role of Head of the Regional Integration Unit within the Government of St Lucia.

The appointment marks a new chapter in Caroo’s career of regional service, with The UWI highlighting her leadership experience, knowledge of the Caribbean and commitment to regional development, cooperation and integration.

Caroo previously served as Managing Director of UWItv, where she used strategic communication and public engagement to advance The UWI’s regional mission. During her tenure, she helped connect the University’s research and expertise with communities across the Caribbean while highlighting the role of media in encouraging informed discussion on regional issues.

She now takes that experience into diplomacy and regional integration as St Lucia strengthens its engagement with CARICOM and the OECS. Her responsibilities are expected to include supporting priorities such as regional cooperation, mobility, trade, investment, innovation and stronger connections among Caribbean people.

The UWI Vice-Chancellor, Professor Sir Hilary Beckles, joined the wider University community in congratulating Caroo and commending her contribution through UWItv.

“Dr Caroo’s appointment reflects the value of Caribbean leadership, institutional experience and a deep understanding of the region. The UWI is proud of the impact she has made through UWItv, particularly in amplifying Caribbean perspectives and strengthening the University’s connection with the people it serves. We are equally pleased to see her carry that experience into this important diplomatic assignment on behalf of St Lucia and the wider Caribbean,” Beckles said.

The University said it is confident that Caroo’s move from regional media leadership into diplomatic representation will create new opportunities for service to St Lucia and the wider Caribbean, and wished her success in the new position.
